we are expecting susan collins. as soon as the democrats are finished, to come up and take the mike. she will have some words about what happened to her deal that she offered up. we want to bring in athena joans, who is watches all this. so much workers aren't working, congress is sort of working. can you put this in any context for us? >> reporter: hi, miguel, the context is a few days ago we thought there was progress, of course, being defined by the fact that the sides were talking, that the president was holding meeting with house and senate republicans. it at least that appears debt now. on the senate side, this proposal by susan collins and joe manchin that would both reopen the government and raise the debt ceiling in exchange for a few other items. that appears dead, too, so now the big question is how do we move forward? during that press conference we're still watching now, we heard from senator durbin who said americans have seen this move before. in the end end they'll work it out. we know what happened

we heard that susan collins was going to address us, and then that seemed to go away.-- >> i think honestly what's happened is now that her plan appears to be dead in the water -- when you ask the white house about that, they say no, we're not completely rejecting it, about you it does appear that plan is dead in the water, so getting in front of the microphones is pointless, that's my read on it. >> basically said everything else -- we're -- we're talking about several others pieces of that dale, yeah? this shows the mind-set as they're negotiating. that medical devices tax, president obama said in the meeting yesterday that he doesn't consider that to be a core part of obama care. i think that's actually something that under different conditions, the white house would be open to making a change to, but it's just sort of this being under the threat of something, the fact that they would give in, even on something that they might already -- that they would separately give in on. they don't want to do it when it comes to it being in a way sort of like paying a ransom. t

why don't they talk to her. >> reporter: that's a question i'm not sure susan collins can answer. she remains optimistic about this. she reported after those remarks by harry reid she continues to work on this proposal. she's formed a working group of six republicans and six democrats, bipartisan group which had two meetings today. they are very enthused about the proposal. she issued a statement late today after harry reid made those remarks said these meetings were constructive and give me hope that a bipartisan solution to reopen the government and prevent default is within our reach. >> politics is being played. >> states are stepping in. the stat up the of liberty will reopen tomorrow. technically it's located in jersey city but that's okay. arizona lawmakers have now reached a deal to fund the cost of guesting the grand canyon to open up and start running again. this is something arizona governor jan brewer has been working on. utah will pick up the cost to reopen national parks in that want state as well. south dakota came up with a plan to put mount rushmore back in busine

senator susan collins from maine, a moderate put forward a plan that might gain traction but we're not any closer to a resolution. it looks like the democrats were holding a bit of a line. we're watching the senate because minority leader mitch mcconnell has gotten involved with this. he met with senator harry reid for the first time in a long time. these are two men with a long history and don't see eye to eye on many things. but the fact that they're talking means that senate republicans are getting involved who are a bit more moderate and willing to compromise than the house republicans. that will be something to watch out for. >> one final question, deal or no deal, what are the tea leaves saying? >> reporter: the best hope really was senator susan collins plan because it called for raising the debt ceiling for a period of time and getting the government back up and running for a set period of time. it would roll back part of the federal healthcare law medical device taxes, something that has been controversial, and this would delay that. it's part of the way to pay for the healthc

susan collins never uses terminology like that. the problem on capitol hill right now is that we have these swing elections and it puts people in the conferences for both the house and the senate who are really polarized. that's why you get this kind of conversation on capitol hill. >> i must say, i, i think it's correct that the president is calling out the other side and you can put together a montage of republicans saying things that you might regard over the top. you could also put people like warren buffett, who says that the tactics that the republicans are using are like putting a nuclear bomb, that we don't fool around with the full faith and credit of the united states. so i think the quality of the discourse here is very different and as long as i've been in washington, they always fight it out in public and then they go in the back room and make the deal. and that's what's going to happen in the next couple of days. >> you don't think president obama is trying to demonize the republicans, do you? >> oh, they are doing th

she was one of those working with susan collins who came up with the plan. a lot of people thought it was going to be the plan to kind of break this stalemate and then it all fell apart. senator, where do you think this is right now? >> well, unfortunately, bob, i did think we had a framework for a plan. we had six democrats, six republicans. something that would get the government open, address the debt ceiling, also some things we could agree on around obamacare exprirk to agree with what senator mccain said. we were close and then the senate democratic leadership-- and i believe the white house-- pulled back, and where i'm concerned, bob, is where we are now is that the defunding strategy was a zero sum strategy, and now we have a zero sum response. and the american people lose. so it's time-- i'm tired of the politics on both sides. time for us to resolve this. but again, the democrats did pull back from this. and it's unfortunate. i thought we were close to getting an agreement. >> schieffer: do you now believe that the government will go into dwe fault

susan collins, for example, is a republican up for re-election in the state of maine.she had ads run against her by heritage action with ted cruz in them. and was one of the people the most frustrated by that saying to her colleagues privately in a caucus, if i don't get re-elected in the state of maine, which republican is going to get re-elected there or elected there? so there was a lot of frustration that kind of boiled out, wolf. what struck me about ted cruz is that what he was talking about is obama care. this is important to him. it's important to those republicans who came here. they got elected to repeal obama care. but other republicans have said to me all along and john mccain was one of them, which is that they were promising to do something that they knew they could never do. and that it was unfair. they were making a promise that they were going to repeal obama care to the american people that they knew they could not keep because of the way the congress is divided. so ultimately, in the end, i think ted cruz is going to take his fight, continue his figh
