the takata recall is an unprecedented situation. the number of manufacturers and the number and age of affected vehicles involved, along with the sophistication and complexity of the technology makes this unique. as such, affected automakers are taking extraordinary measures to locate and communicate recall information to vehicle owners so that they know to take their vehicles in for repair. our members have gone far beyond what the law requires. they are distributing multiple rounds of recall notices. they are sending express mail to ensure that the notifications are not discarded. they are using multiple platforms such as advertising, social media and electronic communications. they are working closely with their dealer networks to ensure that dealers have the capacity to service vehicles with open recalls. additionally, they created the itc to conduct independent testing of recalled parts as led by david kelly. of course, recall campaigns are only one component of creating a safer driving environment. the takata recall highlights

takata will cease producing the batwing driver inflator's altogether. there there have been far fewer field ruptures involving passenger airbags. nevertheless, our agreement also contemplates significantly expanded recalls for passenger airbag inflator's, including a nationwide recall for one type of inflator. the the recall for the other passenger inflator's will cover specific vehicle models ever registered in the high humidity states but with the potential -- excuse me for recalls to expand to other states as ordered. we will continue to test inflator is beyond the scope of the recalls to determine whether further action is appropriate. for both driver and passenger airbags all analysis to date indicates that potential for rupturing is limited to an extremely small fraction of older inflator's. that that is not meant to minimize the issue. one ruptures too many. it does explain however why the filing states safety-related defect may arise in some of the inflator's not all of the inflator is covered by the supposed to five propose recalls are effectiv

we're not just picking on takata. look how many deaths occurred from the gm defective steering ignition switches. gm hid a defect for over a decade, and at least 114 people died. this is awful. and for that, nhtsa could only fine gm a measly $35 million. and that's less than one-hundredth of a percent of what gm makes in a quarter. and nhtsa also appears to have serious internal and managerial issues. these challenges were detailed in this department of transportation office inspector general report released yesterday that revealed serious problems in nhtsa's office of defects investigation especially related to the handling of the gm crisis last year. and so i can tell you this senator's going to fight for additional funding for nhtsa. but there also has to be accountability. and the ig report found severe deficiencies in nhtsa's ability to effectively collect and analyze safety data as well as conduct investigations. the agency lacks proper protocols and procedures. and staff apparently are inadequately trained to d

takata has been looking at the problem for several years. we need to know why this happened and make sure that it doesn't happen again. so tell me what they are doing to find the root cause. >> well, senator, we have been working with a number of avenues to get to the root cause. as you mentioned we've been working on it for a number of years. we have learned much especially the last six to eight months we understand a number of factors that caused the issues that we don't have a cause we can turn on and off but in spite of that, we've gone forward with the automakers to replace parts in the best interest of the public safety. >> without a root cause. >> the inflators don't have the same defect so why is it a good idea to put new inflators into cars that might have the same defect. >> many of the replacement parts are alternative design. they are not the same that was used. as i mentioned particularly on the driver side they they caused all of the fatalities in the field as well as most of the serious injuries and we were not replacing them
