takata written testimony states that for two of the takata airbags being recalled the recall will be regional and nhtsa will have to order takata to expand the recalls nationally. will you commit to expanding all of the takata recalls nationally now? >> i think it's been interesting to watch people's response to those two. those two passenger airbag inflators are the most problematic and so that basically is trying to ensure that the people at the highest risk get their fix as quickly as possible. if you read those defect reports, it expected that those will be national. >> so that means that we are looking to have a national recall now? >> yes, with a very specific focus to make sure those problematic ones we get those high risk people covered as quickly as possible. >> the recalls of takata airbags began as safety improvement campaigns and regional recalls in only certain parts of the country with high absolute humidity. as nhtsa takata and car manufacturers learned more about the defect, and as inflator ruptures occurred outside those high humidity areas, the automakers each respon

after takata airbags were susceptible to ruptures in regions. i called on takata to expand the recall nationally last month. they finally complied and expanded the recall nationwide for certain types of driver and passenger side airbags. one of the individuals affected by tata can -- takata airbags is a woman from minnesota of the she's permanently blind. she was simply a passenger in a car that wasn't going very fast that was in what we would consider a minor fender-bender. is now permanently blind. mr. rosekind, what tools does nhtsa need to compel companies to act sooner? mr. rosekind: part of what we are looking at besides resources related to personnel are three. other agencies within d.o.t. have a hazard, if a harsard would have been identified we would have been able to take those airbags off the street sooner. there are a variety of authorities. senator klobuchar: would that be established by law? mr. rosekind: yes, those are authorities you congress, have to provide. senator klobuchar: was it helpful in getting them to act? mr. rosekind:

senate committee has just released its findings on the takata, that's the company that put out the airbagse died, the committee is saying takata should have been aware of serious safety and quality control lapses as early as 2000, but that's not even the worst of it. it appears the documents suggest takata prioritized profits over safety. in fact, they apparently suspended -- this, to me, is the shocking thing -- they apparently suspended their global safety audits, halting them from 2009-2011 due to, quote, financial reasons. now, all of these companies have takata airbags in their vehicles. the exploding airbags are known to have caused at least six deaths in the u.s. alone, and the company -- according to this u.s. senate report -- apparently knew something was up because they, quote, frequently made adjustments to control moisture in the airbag propellant. moisture, of course, caused the chemicals that make it explode out to save you from crashes to do it so hard that shrapnel would hit people's faces, killing them. that is the latest. we'll get you more as it becomes available. >>> ar
