[agenda item read] >> what this ordinance does is it adds one additional use to partial zoned sali in the south of market as well as there is no habitable structures on that parcel currently and that is to build 100% affordable housing only. sali is a very important zoning in the district that i represent because in many ways, it protects arts, manufacturing, repair, the types of jobs and uses that we want to continue to preserve in the south of market, which is what the south of market was originally known to be a neighborhood for. but as the south of market has grown rapidly with both office and residential, it has become more important than ever for us to preserve areas that are zoned p.d.r. and sali. however, we also know that 100% affordable housing and addressing our homelessness crisis is also a great priority for o

, chair tang. want to thank the department of environment and everyone involved in this effort. it's a pretty exciting thing for me personally. i've had a pet peeve of straws for many, many years. it's interesting when you walk into a restaurant and you say, no straw, please, and your glass still comes with a straw to your table. so this is really about changing behavior. debbie's beaten into our head reduce, reuse, recycle. this is just not necessary to have a straw with a cup of water. there are people with a medical necessity for a straw and we fully respect that. we have other options, permanent, and that's wonderful because it's legislation like this that changes the indust live and people's behavior. we use hundreds of thousands, if not over one million straws a day just in san francisco. think about the tourist industry, think about all the people that come into the backbone of our economy, our restaurants and our small businesses. if you talk to bartenders, if you talk to people in the indu

thank you. >> supervisor tang: thanks so much. any other members of the public that wish to comment on item 5, please come on up. >> good afternoon, supervisors. i'm pat coleman. and it's no coincidence that i'm related to dr. coleman. and i'm here in support of the landmark designation for the building at 6301 3rd street. in the last '40s, my father left in the east coast because he heard that there was a need for a physician in a small town in georgia. unfamiliar with the customs, he went to the gas station and neglected to call a young teenage whipper-snapper sir, he was a captain in the air force and medical doctor, and he received a punch in the nose. at that point, he said, i'm headed to california, to serve the people that come to build the shipyards and ended up in bayview-hunters point. i don't know what happened to that small town in georgia, but what i do know is what happened in bayview-hunters point, where he served for 54 years, 24,000 or more patients, many multigenerational and many for free. my father's service to

i would like to recognize supervisor tang. >> supervisor tang: thank you very much.t has been a year since it's board has passed home s.f. i want to thank the planning department. to thank them for getting that voluntary program passed in san francisco to incentivize more middle income housing as well as family sized unit housing projects and especially in neighborhoods such as district four and others where we have not seen a whole lot of development take place in recent years. since the passage of home s.f. we found that many project sponsors have opted to either build projects under the state density bonus law, which is former generous and does not have nearly as many requirements, and of course, you can understand why they want to opt for the state density bonus law. or they are just building projects that don't even meet the inclusionary housing requirements. so i will just give some examples of what that means. [please stand by]>> supervisor that's how we arrived at this home-sf second version. we're call it home-sf 2.0, and as we talked about in land use commi

>> supervisor tang: that would be education. family engagement. it is not a subcategory that is on this list at the moment. $115,000 which supervisors already spoke to. next, we just spoke to this as well. in terms of workforce development and some education, for out of school time subcategory for youth services, i think this is really important. i've been a huge proponent of education, especially getting use started early on. i think that it's really important that we have programs that stand, not just one summer, but are ongoing for example, 20 oh, years. it is really critical so we can get more use -- youth into jobs in sectors like the technology sector, and so forth. >> supervisor cohen: what's the figure? >> supervisor tang: i think it was $175,000. >> supervisor cohen: and the supervisors were giving numbers, or figures for over one year. >> supervisor tang: if we could do for two years that would be great. >> supervisor cohen: oh, k. >> supervisor tang: to the other category that i want to advocate for any youth services and the subcategor

supervisor tang? >> supervisor tang: thank you. again, your office was instrumental in bringing everyone together to help everyone work on this. next, i want to bring up sonny angulo from supervisor peskin's office to say a few words, because they were super helpful as well. this is an exciting effort. >> i wanted to reiterate everything that has been said all right, but i think it's a really tremendous example of what happens when -- supervisor peskin has often said that ballot measures that initiate from the voters are often because we're -- city hall is not doing what it needs to do to legislate something or to work together to put something on the ballot that can move policy. in this instance, we've shown that community groups can work together with city hall. we can out line the priorities. in this case, the cultural districts were a huge part of that negotiation. and i want to recognize your office's leadership on this has been super fun, actually, to work on. so thank you. >> supervisor fewer: thank you. i would like to welc

commissioner tang present. ye absent we have quorum. >> good morning colleagues, so with your support and the support of the voters we were able to pass regional member three with two-thirds of the san francisco voters passing bridge tools thatolls and passed with l benefit the city and entire region. this will benefit safe rail improvements, studies for a second transbay rail tube. we need these regional funds to match what federal dollars are out there along with state and local dollar for state and local improvements. not everyone agrees with investing infrastructure as we have seen in the effort to repeal sb1 the gas tax passed last year and the recall of that has qualified for the november ballot. it was a 12-cent per gallon increase that generates $5 million annually statewide and $6 million per year for road funds through san francisco. [reading] i think you all know that we won one of those recently and we have seen sb awards go to bart, caltran, transbay buses. on ja knee va avenue and -- [indiscernibl

supervisor tang? >> thank you very much. i do appreciate colleagues and especially through ronen and peskin to incorporate the feedback that we've heard and all received many, many e-mails on. however, i received the incorporated version of all the amendments right before this meeting. i am a little concerned. one of the things that i think we have agreed upon is regarding the neighborhood notification and i expressed that i was actually -- i am ok with neighborhood notification that are subject to 311, 312 to remain at 30 days and the rest to be at 20 days. that would actually augment the amount of public notice for many of the projects subject to 10-day notice and increase it up to 20 days. again, it is a fine compromise if people want neighborhood notify indication. -- notification. that is something that i will agree to. in looking over the legislation, for example, this piece in here around alterations. it seems like that is a significant change. and so i was wondering if supervisor peskin could actually explain that fi
