tara moriarty has more. >> reporter: well, basically, crews tell me they exhausted every possibility out here on the water. they simply would not -- could foot find the gentleman. apparently, he had been to a clients' game down the street and he had been drinking, we are told, and decided he needed to use the restroom and he was parked in this black car. his friend stayed in the car and was talking on his cell phone when the 27-year-old friend watered off and he noticed -- wandered off and he noticed when he looked up that he was not there anywear and believes he went in the bay. he does not think the man knows how to swim and he was fully clothed. dive teams and scan sewnars, helicopters looked overhead, this search extended all the way from the pier to yerba buena island. the san francisco police announced this was a recovery effort. they do not believe they will found him alive. >> the challenges are many. when it's dark, it's very difficult to -- to locate anybody. >> reporter: now, one kayaker decided to help search because he heard about the search efforts early this morning. >

two car fires led to an apartment fire which left several people homeless in the last months here is tara moriarty with more much. >> reporter: we are less than two miles away from where a suspicious fire started. somebody torched two cars, one is parked on the street and the other under a car port. firefighters got the call this morning. 14 firefighters were able to douse the flame and get it out within minutes and luckily there was no damage to any buildings nearby. this is the second time it happened avenue a car port and the last one happened near an apartment complex. six cars were damaged in the apartment complex and two apartments were completely gutted there. 12 people were displaced in all. as i mentioned, we are lucky there was no damage to any pulleddings. we're going to talk to the police department and as we mentioned it could be linked to the fires that happened two weeks ago. i am tara moriarty, live in red wood city, ktvu channel 2 morning news. >>> and from the east bay, police activity, we found out a police officer got into some type of dispute with a person on a bicycl

tara moriarty joins us live in oakland to explain how this incident happened. >> reporter: neighbors say two men were arguing in the car and that's what prompted police to intervene and police had actually stepped up their patrols in that neighborhood because of a recent spike in robberies and shootings. now, if we take a look at the video here, this is the scene of where everything happened. police received a tip also that there was a gun in the car with the two suspects inside. it happened near the corner store off 105th and e street around 7:30. when police approached the scene, the driver of the suspicious car got out and a brief struggle happened. during the struggle, the female officer noticed the driver had somehow armed himself with a gun and she fired and witnesses say she struck the man in the legs and the chest. but some neighbors are disputing the police's account. >> if he watt -- too many -- if he reached for it, i would have from problem. but so many people said he didn't do that. >> reporter: now, this morning, police say the officer feared for public safety and that'

tara moriarty joins us now from the shooting scene. tara. >> we are right next to the freeway where the shooting happened. if you look off into the distance right on the freeway there right above fruitvale avenue is where it unfolded. police are done with their on scene investigation. the roadway is back open. emergency crews rushed the victim to the hospital last night where we are told he's in critical condition. it happened just before 11:00 last night on 580 eastbound. neighbhbors say they heard several rounds of gunfire and the screeching sound of a car peeling off. witnesses say that one man limped off the roadway and was heard telling police they just took my brother. the suspects were able to get away and the freeway was shut down until 2:30 this morning while detectives gathered evidence. traffic was backed up for more than three hours. we will stay on top of this and see where oakland police are heading in their investigations throughout the morning. we have no identification on the victim as of yet. if you heard or saw anyth
