tara moriarty tells us one person was killed, another critically injured. good morning, tara. >> reporter: we are here at police headquarters where inspectors will be arriving soon. they are out at the home where we speak gathering evidence. this shooting happened last night at 10:00. it was in the cities portola neighborhood. two men gunned down while stapping on the sidewalk. that street running parallel to the 101 freeway. one victim died at the scene. the other was transported to san francisco hospital. now the suspects two men in their 20s jumped into a waiting car right after the shooting described as a four-door white sedan. we're not sure if one of the victims lived at the house where the shooting happened but inspectors were inside that house all night and through the morning. if the victim in the hospital dies, this will be the second double homicide in that area. this is the eighth killing in san francisco since may. even though gun violence is down 5% last year. as soon as we can we will get an update on the victims condition at the hospital. li

tara?> reporter: well, more than 90% of the young murder victims were high school dropouts and that's an alarming statistic that forced the district attorney to take a hard look at this. for the second year in a row, officials implemented a tram -- program to keep freshmen on campus. >> without intervention, today's truants are tomorrow's dropouts. i should know i was a chronic truant myself. >> reporter: now, for the fifth year in a row, san francisco has reduced the number of habitually and and chronic children enrolled in the school from nearly 5500 to 2007 to about 400 this year. that's a 38% reduction rate. victor sosa is one of them. >> talking to me about -- you know, if i didn't come to school, about going to college and -- well, basically, i needed school to be someone in life. >> reporter: sosa hopes to go to college on sunday and says it was the program here that kept him in rhine. the d.a. will fund the program for a -- had help fund the program for the second year in a -- will

moriarty is on the scene with what caused the crash, tara? >> reporter: well the roadway is finally clear after being shut down for nearly 6 hours. if you take a look behind me it happened where the chalk marks are and she discovered the motorcyclist lying in the roadway and tried to resuscitate him but it was tragically too late. the victim's brother also happened to be driving by saw the police lights and stopped. he then learned of the fatal crash. police were looking for witnesses to see if this was a hit-and-run but after hours of investigating they believe speeding played a major role in the accident. >> it was a slight curve, he collided with a sound wall and bounced off that and went into the roadway. >> they will perform an autopsy on the body and the victim's family will not release his name until they are all notified. >>> and an olympic champion swimmer, will he be allowed to keep his gold medal? he won the 100-meter swim and the rules allowed 1 dolphin like kick but he confessed to several kicks. he said it's not the moral thing

tara moriarty has more. tara? >> reporter: well, the chairman will be visiting the side today. we don't know exactly how close we'll be able to get to that pipe since the area is still considered hazardous. the structural integrity is safe. now on august 6th, obviously, there is a fire at the chevron refinery. it sent a plume of toxic chemicals sickening tons of people. initially they said the levels of chemicals in the area was safe. now they say it's not geared to disasters, but for everyday use. most toxins blew past the monitors so they could never get accurate readings and so we may never know the accurate number that went through. 11,000 people went to the e.r. complaining of breathing problems. now, the bay area quality management district maintains five monitors. now there is a push for more monitoring. other agencies are all working in conjunction to figure out what went wrong and how a similar disaster can be avoided in the future. live in richmond, i'm tara moriarty, ktvu channel 2 news. >>> this morning we're also learning the chiefer rob refinery had the -- chevron
