tara moriarty has more. tara? >> reporter: well, the chairman will be visiting the side today. we don't know exactly how close we'll be able to get to that pipe since the area is still considered hazardous. the structural integrity is safe. now on august 6th, obviously, there is a fire at the chevron refinery. it sent a plume of toxic chemicals sickening tons of people. initially they said the levels of chemicals in the area was safe. now they say it's not geared to disasters, but for everyday use. most toxins blew past the monitors so they could never get accurate readings and so we may never know the accurate number that went through. 11,000 people went to the e.r. complaining of breathing problems. now, the bay area quality management district maintains five monitors. now there is a push for more monitoring. other agencies are all working in conjunction to figure out what went wrong and how a similar disaster can be avoided in the future. live in richmond, i'm tara moriarty, ktvu channel 2 news. >>> this morning we're also learning the chiefer rob refinery had the -- chevron
