tara moriarty joins us live from the scene. you've been out there for several hours and tara, it's been windy the whole time. >> reporter: very windy and extremely dry not the most favorable conditions. i just spoke to the manager of the apartment building that was evacuated. there are two. one is called strata. the other one is venue, the white one is strata. there are 200 units there. what she had told me, they weren't being allowed back in yet. she was going to get an update from firefighters in about 15 minutes. she said even if they were given the clear, that they would literally have to go through every single apartment building to make sure that it was safe before they would let people back in. now, venue, which is next door, is only at 40% capacity. so what that means is that if some of those apartment buildings in strata are not looking good or deemed safe, folks from there will be able to go to venue and stay there until they can get, you know, somewhere else to be relocated or until they can get the apartments back i

tara, good morning. >> reporter: good morning. the conditions out here are extremely windy and very dry to so firefighters are making sure they have this fire completely squelched. you can see there are hoses in the roadway and nobody is really being allowed within blocks of this building which you can see is still being doused with water. everything blocked off. that is because crews obviously need to get in and out. and there is a safety issue. will this is one of the biggest fires in years according to firefighters. parts of the building on fourth street have already collapsed. and the fire chief has said structurally the building will most likely fail. the building was under construction and didn't have a sprinkler system jet installed. the people that live next door they were evacuated when the fire broke out yesterday at 5:00. many of them will be waiting to hear when they can get back in. julia young is one of them. >> and our windows face the fire directly. so i saw the smoke starting in the corner and then flames engulfed

of a fast food worker, tara? >> police are describing this as one of the most horrific accident scenes. they are describing debris for an entire city block just to give you an idea of this city block. we just spoke and they said it happened at quarter after 1:00 this morning. a mini cooper at the intersection of decoat do and -- dakota and fremont. it was the quick thinking actions of attackco bell -- a taco bell worker, he noticed the anybody any cooperate -- the drivers of the mini koop was drunk. he slammed into a pole and burst no flames. he is in his 20s and no word yet on the victim's name but they are going to take some time in investigating this scene. they believe the up interpreter section will be shut down until 9:00 this morning so if you live in the area and typically use this road, we will of course keep you pointed as to when you may be open again. >>> after a marathon standoff, police blocked off the area for hours after they searched for two burglars. here is more on how police tracked these men

good morning, tara. >> reporter: good morning. it's hard to believe but there was a car sitting right in the middle of the bar that you see on the corner. went right through the area that you see. meantime, police are searching for the driver, they do have some clues to go on. there was some bloody handprints found all over the car. police say the locks were not tampered with so they believe this car was possibly not stolen. there are several stores are surveillance video nearby. the owner of the bar will reopen today. she's frustrated. this is the fourth time this window has been destroyed either by a car accident or protesters over the past seven years. luckily, no one was inside the bar when the crash happened. it closed at midnight. three hours later, a car filled with five people ran through a red light smashed into a car headed southbound on 17th. the driver of the victim's car, not seriously hurt. the five suspects ran away from the crash, police are looking for the driver. witnesses described two african- american males an

. >>> tara moriarty is in richmond with a look at what finally stopped the driver, tara? >> reporter: you know, i want to mention, the lights just got fixed and it appears caltrans was able to fix this, this was not turning yellow and green and it looks like this intersection will improve a little bit because it was starting to get a bit backed up but it crashed where he came up on the sidewalk and knocked this pole sheer off. it was the way the traffic pole stayed intact in the car after this crashed. the pursuit began in downtown sacramento near the capital and he failed to yield and he led them to westbound 880 and got up to speeds of more than 100 miles per hour. he went nearly 75 miles and the suspect hit a spike strip and he was driving on one rim before he lost control of him. the suspect saw the crash. >> the driver failed to negotiate the turn and ended undertaking out a light pole which you you can see here behind me. however the light pole stayed attacked to the vehicle. >> now the driver got out. if you come back here live you can see there is a traffic light,
