tara moriarty is at the scene where crews were forced to take a defensive approach to fight the fire. >> reporter: they say it is under control but just a couple of minutes we noticed a lot of black smoke billowing and it is obviously another new section of this building which is going up in flames. you can see this smoke billowing from a mile away. flames broke out this morning in the warehouse on stand well drive on concord avenue with a telecommunications business. you can actually smell the plastic burning. the fire never threatened any homes, this is mainly an industrial area. there are 70 firefighters fighting this blaze and it quickly went to a 4 alarm blaze. there is a lot of space for firefighters to tackle.. >> the south corner of the building has collapsed and we are hoping to have the fire dead out here. >> the fire captain is advising people to take precautions, keep your windows shut, it should not be a problem since it is so cold out side. the chief has requested some help for the size of this fire and they have so much rubble to sift through to find out where this fire

tara moriarty is live outside the hall of justice with the details of what happened. good morning, tara. >> reporter: good morning. the victim's girlfriend was interviewed for hours last week trying to provide them with any clues as to who may have done this. we also know that police spent a great deal of time canvassing the neighborhood and surveillance video. all of this happened around 3:30. obviously the victim and his girlfriend drove to the bay view district in an industrial section in their suv to sell the newly released play station four to someone who had answered an online ad. sources tell ktvu news he was accosted and demanded the video system. even when he surrendered it the 22-year-old victim was shot several times. >> they obviously drove away from the scene as soon as they could and they were able to get ahold of a police officer who gave them aid and called for an ambulance. >> reporter: the victim and his girlfriend from hayes valley ever ended up in bay shore. the woman was not hurt but the man died in san francisco. they advertised the game system on

ktvu's tara moriarty just talked to police and joins us with a major development in this case. tara? >> reporter: yeah, police chief sir said they have a suspect in custody and are not releasing his name at this point, but we know he is around 20 years old and an african- american male. now, we believe that the shooting happened at the end of this street. this is galvez and mendell, according to neighbors. this would have been desolate on sunday because it's a very industrial section. we checked this whole block for surveillance video and came up empty-handed, except this building. we have yet to check to see if it has details about the killer. the victim and his girlfriend drove seven blocks after being shot here. the coroner identified the victim as 22-year-old ikenna wakka. he was visiting daly city forking this and had been studying economics in los angeles before he was killed. he and his girlfriend drove in their rental car in their suv to sell the newly-released playstation 4 to someone who answered an online ad. the couple was accost by the gunman, who demanded the video

ktvu tara moriarty is joining us now from the richmond district to explain why this hoax is no laughingtara. >> reporter: we don't normally report rumor but this one got so out of control we had to. a student here at argon elementary school had wished an atheist teacher a merry christmas and got suspended for a week. well, it never happened. the fake story first reported by the national report which is referred to -- had people believing it was true. the student, the teacher they don't even exist. but that didn't stop the school from getting bombarded with phone calls, nasty e-mails according to the san francisco chronicle. argon elementary school administer tours met -- administrators met and decided to beef up security. dozens of websites also picked up the made up story. many of them conservative based that got fired up that the fake incident was another example of the war on christmas. this is very similar to another story that the national report carried regarding a berkeley elementary school student awhile back. coming up we will tell you how it was different and how the phony sto

tara moriarty is in vallejo this morning to tell us what investigators are saying about this fire. >>porter: we're here at the fire station that responded to sunday's fire. one of their own was hurt, a firefighter receiving first and second degree burns. he was treated and released from the hospital. now this broke out around 1:00 in the morning sunday, this fire at a marina heights apartment complex on carolina street. 25 people including many children are now out of their homes in the wake of this fire. the three alarm blaze started in one of the 16 units in the g wing and took firefighters about 40 minutes to get under control. one unit was destroyed. the other sustained heavy damage. investigators say there are signs that this fire is suspicious. >> it appears that the apartment had been burglarized. there was a glass broken out of the front door which the firefighters did not break when they entered the apartment, and that they did find an accelerant within that apartment. >> reporter: the red cross has helped the displaced families find a place to stay and police say just four d

ktvu's tara moriarty has been out there in concord since 4:30 this morning. a, you think they may have tracked what caused this fire. >> reporter: bank officials are out here. and that's important because this property is a foreclosure. so now all of that will be part of the investigation as to how it this fire started. you take a look behind me, you can see the smoke is actually really bad right now. it's very difficult to breathe. it's very toxic smoke. we know that an alarm triggered before the fire broke out, the owner told police not to come because he had so many false alarms in the past. this is gonna be something that's part of the investigation. these firefighters have been dousing this fire for seven hours now. they have actually run out of fuel a few times. they couldn't pump water. the battalion chief asked them to turn on additional pumps to raise the pressure. that wasn't enough. then then te asked for -- then they asked for more pressure and they said we're maxed out. we're talking about 5,000 gallons of water a minute. the flames broke out at q

ktvu reporter tara moriarty is live in san ramon to tell us more about the danger. a. >> reporter: hey, sal. yes, we heard the chp was reporting black ice here, possible black ice on one of the onramps to 680 southbound. we came, checked it out. we didn't see anything. that doesn't mean it wasn't here earlier. the temperatures are starting to warm up a little bit. we've seen a lot of black ice up in the north bay. and napa, fowler creek bridge and also in sonoma. a motorcycle spun out on a patch of ice. that's highway 116 at west rotma road. definitely black ice out there. be careful. earlier we took these shots. the chp reports slippery conditions near the fish ranch onramp and in la fayette. now the sun is up again. we believe most of that ice has melted. black ice, of course, is just a thin coating of ice on the roadway. while it's not black. it's transparent. the black asphalt shows through. these conditions are expected with all of the freezing temperatures we've had. the chp wants to remind drivers to take it easy on the road. don't slam on the brake if you hit

tara moriarty is live in walnut creek with more on what this report is saying needs to happen. tara? >> reporter: well, the people who wrote this report, they would like inspectors to drop by chicken facilities unannounced to test. they would also like them to be more adamant about releasing some of these -- communicate the outbreaks to consumers through these public health alerts as soon as possible. these are some of the proposals outlined in the report. this most recent salmonella outbreak is linked to foster farms changen with about 4 -- chicken with 400 people getting sick in 23 states. the seven strains are particularly toxic. people have been hospitalized at tubl the rate expected a previous outbreak happened last year. it made 134 people sick in 13 states. one consumer we spoke to said the outbreak is scary. >> when i shop, i always buy something that has organic or -- i want something that i know is gonna be safe or they are free-range chingens. i'm hoping they will be safer. >> reporter: the report's author says when more than 500 people get sick from two outbreaks aso

ktvu's tara moriarty joining us live from the richmond district to explain this hoax is no laughing matter reporter: no. we reached out to the school principal and some school administrators but haven't heard back. the rumor was a student here at argon elementary school had wished an atheist teacher a merry christmas. it snowballed and it was not remotely true. the fake story spurred by the national report referred to as as saterical website had people nationwide believing it was true. the student and teacher, don't exist. that didn't stop the school from getting phone calls and nasty miles according to the chronicle. administrators held an emergency meeting and decided to beef up staff and security. at least 20,000 people have clicked like and share on the facebook page. nearly 400 links connected to the original story popped up on twitter feeds and dozens of websites picked up the website, it got fired up that this was another example of the so- called war on christmas. the school's principal had to issue an explanation of the website. this is very similar to another story the national r

ktvu's tara moriarty has been out there since 4:30 this morning.u are back now to tell us why it took so long to put those flames out. tara? >> reporter: this was a pretty stubborn fire. all of the crews have pulled out at this point. basically, the fire was in this huge file of debris that stretched the length of a football field. it was 8 feet high, 12 feet wide. you can imagine how long it took to sift by hand. they were not able to get their heavy equipment into the warehouse you see there. it's been ripped apart there. that's because the conditions were just simply too smokily for heavy equipment. around 8:30 last night, neighbors noticed smoke pouring from the windows in the roof of the recology warehouse off tunnel avenue near candlestick park. this facility, which is part of the city dump, is the place where people mainly contractors, come to get rid of lumber, sheetrock and other debris. we're told no hazardous materials burned. but it did take more than nine hours for firefighters to completely snuff on the the flames -- snuff out the fla

live from vallejo, i'm tara moriarty ktvu channel 2 news.ing of andy lopez by a sheriff's deputy may prompt sonoma county to change the way it investigates officer involved shootings. ktvu's alex savidge live in santa rosa this morning with the task force due to start taking shape later today. >> the sonoma county board of supervisors will begin appointing both members of the public and law enforcement to this new panel. it's a 21-member task force that will come up with an independent review process for officer involved shootings. this task force will consider various options including a citizen review board or an independent citizen auditor. under the current system, the district attorney looks at officer involved shootings and decides if a crime was committed, and then a grand jury reviews those findings. but there was outrage over the deadly shooting of andy lopez in october, and that prompted calls for change. investigators say sheriff's deputy alex gailhouse shot and killed the 13-year-old after mistaking the teenager's airsoft bb gun

tara moriarty is live in vallejo to tell us what the investigators are telling you. good morning, tara. >> reporter: well, good morning. we're here at the apartment complex where the fire started. police say that someone broke into one of the units here, burglarized it, poured accelerants all over the place before torching it. want to show you right behind me, the fire spread and the entire wing is uninhabitable. 25 people, including many children, were forced out. the fire happening at 1:00 sunday morning at the marina heights apartment complex on carolina street. the three-alarm blaze started in one of the 16 units in the g- wing. it took firefighters 40 minutes to get it under control. crews from four other cities had to pitch in to help. one unit was destroyed. investigators say there were other clues that the fire was suspicious as well. >> apparently the tenant in g- 12 was in the process of moving out when the fire occurred. >> reporter: that looks a little suspicious? >> possibly. >> reporter: one firefighter suffered first and second- degree burns. he was tre

ktvu's tara moriarty is outside of the hall of justice with new information from the police chief. tara? >> reporter: yeah, we just were in contact with him. he said the department is actively pursuing leads and hopes to have the person in custody soon. we know officers have been canvassing the neighborhood where it happened. they are hoping that that video do lead to an arrest. all of this happened around 3:30 this afternoon yesterday. the victim and his girlfriend drove to the bayview district to sell mr. playstation 4 to someone who answered an online ad. sources say the couple was accosted by a gunman who demanded the system. even when he surrendered it, the 22-year-old victim was shot several times and killed. the couple of advertised hoping to make a couple hundred dollars profit. but meeting a stranger through online ads holds obvious dangers. >> i don't know if it's unique to playstation or anything else. people do robberies. i don't know why this one transpired but we'll do all we can to investigate it. >> reporter: after he was shot, the victim and his girlfriend ended up
