tonight nbc 10's reporter ted greenberg talks with the baby's parents about the scare that landed one man behind bars. >> reporter: richie lewis grateful that his son is safe at their vineland home after an accused carjacker stole this volkswagen with a toddler inside. the crime captured on surveillance vid e owe around 6:00 last night. the child's mother seen getting out of her car leaving the vehicle running with rj alone in his car seat. seconds later a man jumps in and takes off. the victim frantically running after it. >> i thought the car door was locked. it was a stupid mistake. people make mistakes. i thought i was going to run in and out and next thing i know somebody is backing up with the baby. >> reporter: the woman talking with me a day after the ordeal. she did you want want to be identified. police found the car a short time later less than a half mile away. little rj was just fine and still in his car seat. >> i just thank god he had a safe return and nothing happened to him. >> reporter: police say the suspect abandoned the car. the cops soon tracked him down nearby.

ted greenberg for nbc 10 news. >> thanks. >>> tonight in bucks count. the man accused at shooting at a stranger's car in a walmart parking lot is facing charges. 32-year-old brandon grosso taken into custody after 11:00 in quakers town. he fired shots at a man and his mother in the middle of the parking lot yesterday afternoon. the victim told nbc 10 he was dropping off his sister at work, and he started following him, riding his bumper then shot at the car. grosso is charged with aggravated assault and reckless endangerment. >>> swedish prosecutors dropped their seven-year rape investigation against the founder of wikileaks. his future is in flux. this legal team inquiring about how to move forward. he's at the embassy in london. a refugee the last five years. assange is wanting in england for not appearing in court and vowed to publish more secret u.s. documents on wikileaks. >>> back in this country, strong storms swept stlu the south today. look at this aerial footage. widespread flooding in tennessee. the northern part of the state hit the hardest.

ted greenberg with the story. >> reporter: atlantic avenue n the busy summer season and is dangerous combination of cars, bikes, joggers and walkers. >> try to cross the street and whoa, they are going way too fast. >> reporter: city leaders are trying to reduce the risk of accidents on this congested street running the length of the community parallel to the beach. the speed limit just lowered this month on atlantic avenue from 35 to 25 miles per hour. >> people seem to be out of control. if we can save one person tr having an accident, this decision is well worth it. >> my father has been in a bicycle accident. i'm happy for the safety meas e measures. >> reporter: on social media one suggestion that enforcement of the slower speed limit could lead to an increase in revenue for the city and some people said off camera they also believe money might have been a contributing factor, not so says the mayor. >> farthest thing from the truth. we don't like to write tickets. it's all about safety. >> reporter: it runs through the neighbors and the speed limit already was 25 miles per hour.
