kimberly terry is live with more on that. kimberly? >> reporter: talks have stalled and no signs of that changing. if a strike happens, city services, including the library, might be impacted. even though the city does have a contingency plan. a spokesperson for seiu local 1022 says city negotiators broke off talks on july 26. >> we have reaching out to decision makers, the mayor and city council people. so far they have declined to meet with us. >> throughout the process, the city has been willing to sit down and talk and entertain any proposal that is reasonable and meets the city's finance shall needs. >> reporter: so far, firefighters and police have agreed to. >> 5% isn't just 5% to me, it's $230 a paycheck, which is almost $6,000 a year.m that's the difference in me being able to pay my mortgage. >> reporter: the contract expired in april, and in june, the union authorized a strike. that's when the city went to work, making contingency plans should the workers strike. potentially impacting the library, water facility and city hal
