terry mcsweeney, nbc bay area news. >> technically speaking, what are these dust devils? they can pack a punch. how do they happen? and are there certain areas of the bay area more prone for this? let's bring in rob mayeda. >> not how much wind going on. that's part of the story. warm air pocket begins to rise away from the ground, as the ground warms up, it heats the air above. and as the column of warm air rises and stretches up higher in the atmosphere we see the winds at the surface begin to accelerate and the spinning motion begins to increase. so if wind speed's strong enough to pick up debris and cause damage to rooftops, and that can stay in motion until cool air comes in or the warmer updraft shuts down and the dust devil begins to break up. some of these stronger dust devils can pack a punch of an ef-0 tornado, winds of 65-85 miles per hour. as you just saw out there in fairfield, that is good enough for rooftop damage at times. as you can see, clear skies, light wind, warm air rising is the perfect recipe for dust devils. right now it's not dust devils we're tr

good evening, thank you for joining us, i'm terry mcsweeney. >> we are on late tonight because of the hockey game. oakland police and other agencies are out in force to try and put a spot to any spontaneous side thoughs sshows spring up this weekend. >> sergio is live with more. >> reporter: terry, the oakland police department is going to be the lead agency in this enforcement effort, but sheriff's deputies with the alameda county sheriff's department are also going to be taking part. social media video shot on sunday showed a semitruck getting looted. the damage is what's prompting this weekend's enforcement. over the last few days, the oakland police department has been posting on social media warning of this coming operation in sunday's incidents, police say the looters pulled a gun on the semi truckdriver and broke into his trailer. noel gayo has been pushing for the increased patrols. >> i'm not trying to criminalize anyone, just got to obey the law. i'm trying to grow a neighborhood, we live here, we want to make the place better. >> reporter: police say they were outnumbered o
