if you're tesla, little tesla, you don't get to make a mistake. it's not guaranteed that these guys are going to make it to the start of production for model 3. my own personal feeling is that they are just barely holding this thing together. >> reporter: and electric vehicle incentives, $7,500 in tax deductions per car from the federal government, are scheduled to phase out. a lot of people say, well, you know, these cars couldn't exist on their own unless there were incentives. what are your thoughts? >> so, i think they're right up until this point. i think there needed to be that push because they didn't exist for these vehicles to start existing. but i think these cars aren't going to continue because the government is putting money on the hood in incentives. i think customers are going to value what electrification can bring. >> reporter: so far, g.m. has no plans to help build quick charging networks across the country as other car companies have. tony williams believes it might be 20 years before electric car charging stations are as mains

it is more all of the people at tesla, who were there before and who have since then left tesla, fromhe early days and are still there, building amazing products. tesla is a company, they have changed three things profoundly. first, it was the first company to establish the electric vehicle as a mainstream vehicle. before that, most ev's were seen as toy cars. tesla, i give them credit for making a serious vehicle. and then they made it a software platform. and the third thing they changed was they made it a c to a b company. emily: do you follow elon? padmasree: i do not think about elon or tesla. i drive a model s, and i think about all the different things that could be better in it, so i have a different perspective now. but i think it is -- it is exciting that so many companies are looking at ev's. our vision is different from tesla's. it is not necessarily to build an electric car, it is to optimize the experiences about it. emily: what can be better about the model s? padmasree: it is not good for passengers. it is a great car for california and the driver. a lot of the ui and

there were three other bidders who did not match tesla's bad -- tesla's bid for solar city. elon musk takes a machiavellian approach, you want him to laying around but you don't want him doing it with your money. emily: you are smiling and nodding. guest: one of the things he didn't mention is that capex is reduced. as a start building up the model three launch, a lot of investors assumed that a lot of that ramping has already started happening. they are behind on that, yet there's no impact to model three production which is a really aggressive schedule. emily: we are expecting tesla to unveil its solar roof product. what impact are you expecting on a potential merger? guest: i don't think it's going to be a big impact. we're looking at applications for net metering and rooftop solar. there's no doubt the u.s. market has taken a nosedive this year. the average selling price in the u.s. was $.65. there has been a big drop. the solar rooftop market is suffering as utilities are winning the net metering battle and that's going to weigh on all of them, including solar city. i h

tesla.ver: thank you for the recap. scarlet: breaking news on snapchat. the company will stick to raise as much as $4 billion in their planned ipo. this ipo could value snapchat at about $25 billion to around $35 billion. no final decision made yet. and it could change. but they did say that those people we talked to, that it could reach as much as $40 billion for that valuation. one thing to keep in mind, because the revenue is less than $1 billion, they will file with the sec. so we will be getting this kind of news. and snapchat is the name of the app, the name of the company is snap inco. matt: it will be hard to price this. oliver: these types of social media companies, it is hard to figure out what they are worth. matt: i cannot even figure out what they do. how does it work? oliver: anytime of the day i have snapchat, but basically they have a platform where you can put stories and videos up, and you are looking at all of your friends, that is part of it. there is more to it than that
