so, at the lame-duck clinton administration didn't respond and then the new bush administration didn't respond partly because they didn't happen in their watch and they didn't and osama bin laden took lessons from that. when they were preparing the 9/11 attacks one of the things i try to see in the book is that 9/11 was a strategic hill year for al qaeda. obviously the time it seemed like a big success, but it was a casual success but not a victory because they didn't achieve any of the rules of the organization. but one of the things that al qaeda said post facto many years leader is in fact 9/11 was cleverly conceived to get the united states to invade afghanistan, we believe them to death. that is a post facto rationalization. what they really expected is the united states would pull out of the middle east, you know, the saudi regime and the mubarak regime in egypt would then crumble and they would get to live and democracy and around the middle east. well none of that happened, and they didn't -- and the lack of response to the cole meant that they fought the only kind of response

people forget how powerful howell -- how powerful the city administrator is. when you were mayor, it is critical to have a friend as the city administrator. i think that he should exercise his full power. i am reminding him of the charter. and he has been a friend over the years. he is someone that i respect. it is an amazing thing to reach out across the political divide. this is unbelievable how often we agree on things. you tend to get into the personality process which is the real divide which add to the end of the day is pretty trivial. he has done a remarkable job to transcend and build bridges. this is the most important and valuable asset even if people disagree, they trust. i don't think that anyone question the integrity as ed and his capacity to call balls and strikes and to be judicious and thoughtful and to respect everyone's points of view. those are remarkable skills. he has got it all. what a gift it is for me as one of my final tax in this role to have as a small part of the legacy to say hey, i actually appointed him to that term. i am looking
