she had just volunteered for the women's air force service pilots known as the wasp. these pilots towed targets for live anti-aircraft practice. think about that, mr. speaker. they are in the air and you got these young teenagers learning how to shoot anti-aircraft guns and aiming at the target behind this female pilot pulling this. dangerous occupation. these pilots helped deliver planes to overseas bases. they tested new aircraft that was used in the pacific, used in europe. and of course they trained male pilots who went overseas. of the thousand women who were wasps, 38 were killed during their commissions. 16 of these original pilots of world war ii now live in my state of texas. they were considered civilians until 1977, and then congress passed and gave them veteran status. in 2002, the wasp were allowed to be cremated and have their ashes placed at arlington national cemetery, right down the street from this building. but now bureaucrats have decided that these veterans are not worthy of a proper military burial. and have revoked the burial rights at arlington

looking at the air force, you are seeing this played out again. center dot round the a 10 -- centered around the a-10. if you want to penetrate sophisticated air defenses, the a-10 cannot do that for you. you need to move to the f-35. if you want to drop bombs on and surgeons, or -- on insurgents, or environments with less sophisticated air defense, the a-10 can do that for you. the air force wanted to retire the fleet, congress has said to keep them active. you will see the dynamics of capability played out there. things you are seeing with the marine corps, a lot of innovation in the way that they use ships and organize themselves. traditionally, the marine corps had put units on ships and deployed those around the globe. now they are using non- amphibious ships. created these ps, not-purpose shi necessarily tied to amphibious ships. the marine corps boat tries to maintain a strong amphibious ship. also to ticket package of some of these other -- also, take advantage of some of these other needs. with that, i will turn it over to tina. ms. jonas:

even to the effect that chief of staff of the air force note that's it affects the movement of numbered air forces when there's a delay of carrier or lack thereof. as you look forward and i realize that you in the out-years can't really -- don't know if you'll be able to raise your base budget lines and so forth as you mengszed earlier, but is there a sense that maybe we need to add another carrier and of course there's a domino effect associated with that but the numbers seem to be really flat. i haven't noticed any comment on the navy but i have from the other service chiefs. is there any sense of that? >> the department is on a path right now to again have 11 carriers out operationally. as you know, we were in a short-term gap where the delay in building a new carrier have left us with really only ten functional ones. so that is coming up naturally already. i'm not sure if you're arguing to go still further beyond that, which is a pretty big undertaking, given the nature of the carrier industrial base. it would be a major decade-plus endeavor to get to that point. so i don't think it
