one is the president of the committee organizing the america's cup, and the other as the president of the recreation and park commission. he is fond of saying that this america's cup will only be successful in all three legs of the three-legged stool are working together -- the city family, the organizing committee, and the event itself. we are blessed to have such a terrific champion for the america's cup leading the organizing committee. [applause] commissioner buell: and you very much. we have the easy job. our committee is going to raise about $30 million in the next three years to host the event, and we are committed to helping the event of 40 raise another $270 million to put on the regatta's that lead up to and the hosting of the america's cup. i want to thank the lieutenant governor. he asked me to do this about six

with the america's cup proposal, now the proposal is not just to remove the front portion of pier 27, but also their rear section that intersects with 29. we think we can negotiate with bcdc to create new plazas, not only where the new wharf park is planned, but on the end of 27 and 29, new views of the day. that could replace the shed removal at pier 23. we are going to have to do more consultation with our waterfront stakeholders and with bcdc staff to figure out the right formula for figuring out the amended plan. finally, there is one component of the amendment that does not pertain to this part of the waterfront. the america's cup is envisioning the use of piers 32 through 36 water basin for the mooring of catamarans. that plan is also an open water basin design for passive enjoyment of the bay. bcdc has told us that we would need a temporary agreement to use that water. the proposal today is for the port commission to authorize support staff to enter into a cost reimbursement agreement with bcdc staff to negotiate these changes and process the port's amendment to this special ar

>> my name is mark buell and i have the pleasure of being the chairman of the america's cup organizing committee. nice to see you today. a number of distinguished guests in the audience and on the podium, and i will do my best to knowledge most of them, so do not get your feelings hurt. today, we are presenting one of the conditions in the host city agreement. when mayor newsom and i signed that agreement, we committed to doing certain things to enable the city to put on the best of it possible. one of the most -- i cannot imagine a more critical element to this plan than how we move people during the event. if san franciscans care about anything, it is traffic, parking, movement, and i think today's press conference at the beginning of this effort acknowledges how seriously we take this situation and how much we want to get it right. there is a provision that by march 31, we begin this with a document, and it will continue until the environmental impact report is finished. there will be plenty of chance for people to comment on it, contribute to. we want that. it is really important f

you heard a lot in the director's report about the salmon, cruise lines coming here, america's cup, and that is all fine. public trust land means all californians have a stake in what happens. so, if you read the law, you clearly know that apart from the bay area and san francisco, meaningful outreach has to be done. one of the ways we can do that is by providing access to the dvd of this take deliberation. when i go into the neighborhoods, people do not know much and some do not know anything about what is happening over here. the good thing is, there are some of you who have been at city hall, some of you have had the occasion to meet the constituency that you know very well, that if you do not do that out reach, it will come back to haunt you. now, your director, we have a very good relationship. i know she is always looking for accountability and transparency, and that is fine. and i am here to state, that is one thing which is linked to the director's report every time. do you really follow the public trust act? if you represent -- do good representation to the constituents, do you

are you happy with the plans for the america's cup? >> i have been a huge fan of the america's cup. am proud of this board came together unanimously after a fairly contentious debate to support bringing the america's cup to san francisco in 2013. it is estimated it will not only be an incredible sporting event, not only showcase our city and the natural amphitheater of the bay, but it is estimated to bring in over $1 billion in economic activity with 8000 to 9000 jobs. it will be a lot of fun. i am very excited. >> should we spend money to keep the 49ers? >> i just had a conversation with the head of the organization. i told him that i and many others would love to do what we can to keep our beloved 49ers here in san francisco. they are having a conversation with santa clara. we think they need to be part of a city that is in their name. there is so much history intertwined between our 49 years and san francisco. i am very committed to doing what i can to keep them here. >> governor brown has proposed to eliminate funding for redevelopment agencies. what is your opinion of the plan?

commissioner o'conner: can we move the america's cup teams hunters point -- to hunters point? >> i do when to add that this will affect all the way to the ballpark and south. the north is a little more challenged. i think it is more car dependent than other parts of the city, so we do need to talk about the traffic impact, and i think it is a little bit disconcerting when the fisherman's wharf koran or -- wharf area -- there are some strong impacts coming, and i think we should look at it. >> commissioners, i think what is appropriate is that you are beginning to hear some concerns. we are still early enough in the development for you than to ask the of authority and the department about what their plans are and what they can do to mitigate the concerning issues, and that is your role, to ask them for recommendations. president o'brien: ok, i got you are saying, and i will move in that direction in a moment. commissioner adams? commissioner adams: people spending money when it is desperately needed. let's talk about what commissioner clyde got at, them relocating fairly soon, a

area plan for the san francisco waterfront for the proposed peer 27 cruise terminal and the 34th america's cup. >> commissioners, special projects manager of the port. i am here to talk to you about the bay composition -- a conservation and development commission special area plan for the san francisco waterfront as it pertains to the proposed cruise terminal at pier 27 and a portion of the america's cup project. sorry about the delay. i want to give you a high level summary of the special area plan for the san francisco waterfront. for a long time, bcdc maintained a plan for the waterfront called the total design plan. it was a very prescriptive plan about what could happen at individual locations at the waterfront and did not provide a lot of flexibility needed to rehabilitate the port's finger piers and basically redevelop the city's waterfront. at around the time the port was finalizing its waterfront land use plan, the port director at the time, executive director of bcdc entered into an agreement to change plans for the waterfront. the result of that effort was the special area plan.
