the ceqa findings covers all of the implementation plans for the america's cup. there summarized and included within the eir. even though they are evolving, they are living documents each that will incorporate best practices. among those, they will respond to the performance requirements and all the mitigation measures you are proving as part of these actions. those are covered. with respect to the national park service and the national environmental protection act, the environment and review process, the ceqa equivalent they have to go through, that is ongoing and will be flowing through the documents in the spring. they have similar but somewhat different standards for their review. that information from the eir that is common to what needs to get covered gets picked up, and additional changes according to their interpretation of nepa will play out in those documents. for your purposes today, you are using the final eir as the basis of your action, and i have been advised by the city attorney that i do not need to walk you through all of these revisions. they ar

this idea was spurred by the america's cup because there is a need for everybody in the city to participate. i have been fortunate enough to attend several america's cups in the past. i have the opportunity to be in portugal and also in san diego. the event management, the oversight is extremely professional. they are very concerned with every aspect of the environment. they take the time and energy to clean up after they leave, and it is one of the best professional organizations i have seen. as far as its impact on the ecology and building, i think it is going to be nothing but positives. the awareness of we do have a waterfront and we have the ability to participate in recreation and taking advantage of the changing waterfront to the maritime recreation. it would be very positive for our fiscal impact and growth in these hard times. we have people lined up ready to go. we just need your permission to launch 100%. >> is there any additional public comment on this item? >> good evening, chairman and members of the commission. i am from one of the largest and oldest neighborhood association

what i found odd in this the event sphere is that the america's cup of that authority has maintained for itself, and the right, seemingly, to organize the arts. he hadn't insisted that the city do it. while the city is the better organization to do it because they have the finger on the pulse of the city, that of the history, the city and county of sentences goal is in a better position to take charge of this. this puts the city in an uncomfortable position of asking for that power. taking it from the event authority to take charge of this and make a cultural festival happen here. so what i am asking, as i have worked with the nonprofit arts community, for the city to take a more -- a stronger stand that they insisted that a cultural festival occur and the organizing happens now. >> and the director of urban music presents. became and met with you, supervisor. we have met with the event organizing committee, we met with the port authority, which have met with numerous people. so far, nothing has been advanced. the point that i want to make right now is that we represent san francisco
