it is contemptuous of the american people. one would think if you appoint a major obama donor to lead the investigation, one would think it is likely that the victims would not be interviewed, that no one would be indicted. and wonder of wonders, what has happened? the victims have not been interviewed and no one has been indicted. but that's not all. we have seen lois lerner, the head of the i.r.s. office that illegally targeted conservative citizens, go before congress and repeatedly plead the fifth. madam president, when a senior government official takes the fifth, that is an action that should be taken very, very seriously. and yet it seems in this town, partisan politics trumps fidelity to law. what lois lerner said in the house of representatives by pleading the fifth is effectively standing there saying if i answer your questions, i may well implicate myself in criminal conduct. madam president, that's chilling. and let me note with sadness that the democratic members of this chamber seem to have no concern about a seni

that unfortunate distinction belongs to the american people. once again, the i.r.s. is one of the most powerful and feared agencies in our government. it's one that millions of americans have to deal with on a daily basis. the american people have a right to expect that this agency will conduct itself in a fair manner without regard to parties and politics, and that trust was broken last year when the targeting scandal was made public. now, a year later, after all the work we have done to hold this agency accountable and to get to the bottom of these matters, that trust has been broken again. i have to say that chairman wyden has been very, very good on these matters. he has tried to work in a bipartisan way in every way, and i personally appreciate it, and i think he will continue to work in a bipartisan way as we try to get the real facts about all of these matters. it's a shame, madam president, but once again, i am going to get to the bottom of this one way or the other. it's going to be difficult because it appears that going forward, we will not be able to trust

all of this fanfare and showm showmanship is doing a dissatisfaction to the american people. we are failing meeting the expectations of the american people. i would like to focus on the evidence. and going back to the heart of this issue, we did have a situation where there was evidence, and admission on the part of the irs, they were using search terms such as tea party, patriots, 9-12 project in terms of being on the lookout for groups applying with those characteristics. and any issues on applications that included government spending or government taxes. they were looking for statements in the case file criticizing how the country was run. that is evidence. when the irs goes after citizens of the united states because of this criteria that is evidence of their state of mind. that is not all they looked for. they also looked for any search terms regarding progressives, or emerge groups which were also very progressive groups, 501c applications. and successors to acorn because they were highly progressives. so there was widespread, not just going after conservative groups, b

iraq war, i think that this skepticism toward foreign interventions certainly on the part of the american people toward a large part of the american foreign policy establishment, though i don't know if it's yet large enough that i think this is one of the goals of this event to expand that circle of people who see skepticism toward military intervention as an appropriate base line but i think that skepticism deserves to be put in the plus column of the iraq war. there are very few benefits that the iraq war provided and one of them was we're just not super crazy about large-scale military inventions anymore so i thank the neocons for that.
