that is not to say there is more dv in the bayview neighborhood. ement to intervene is a really good thing. we know that there are huge problems with underreporting of domestic violence. and for example, the mission and chinatown communities. 18 months ago we introduced a lethality assessment program to the bayview police station. it's based on national research. in half of domestic violence homicides nationwide, victims had called the police prior to murder, but not accessed community based services. it has been shown to reduce homicide or serious injury by 60%. as part of the assessment program for every dv call in the bayview, officers administer a screening tool of 12 questions on predictors of lethality, death threats, strangulation, children from a previous relationship and gun possession. after completing a positive screen, the officer connects a victim survivor directly to an expert counselor by mobile phone. in previous times before this intervention, it was just a card, but now officers are offering to connect them to a live person, a staf

we spent a lot of time on the bay. bayview, mariposa, these clubs provide access to the water for working-class families, and we're providing more with our youth and women on the water sailing programs. we're working to preserve the environment. we've eliminated single-use plastics from our club, and our members get out and cleanup the bay front, and we're looking at working with other organizations to keep the bay and the ocean clean. as the area gentrifies and right lanes, two major stadiums on each side of us, we're concerned that parking is going to become a problem and access to the boat club. we have a small lot right next to our club. i don't know if this status can help us preserve that parking so that people can have access to the water. you can't carry all the gear you need for fishing for a day on muni or all that you need for sailing for a day. that parking lot has access for people to park with boat trailers, so that's really important. between the two clubs is a public ramp, and so people who use that ramp, as we

many local planning studies that were identifies by each of your offices, these include completing the bayview study. -- identified by each of your offices. vision zero ramps was a very strong focus for district six, both in the phase one study that was adopted last year, looking at the eight intersections and the phase two study looking at an additional ten intersections where the street network touches with local freeway network. on the regional coordination front, we support our sister agencies, our regional partners on things like the pen opinion alignment chosen for the downtown extension, the rail into transbay. we selected that last year. better market street is making progress. they're in the preenvironmental phase. bayview transportation plan, sfmta, was participating in a budget coming forward to implement top priorities for top priorities in the bayview. i think with some of the passage of the housing plans in brisbane, we're going to see that gear up again, trying to connect our buses efficiently across 101, looking at a geneva extension eventually to is 01, and -- to 101. treasure

i want to talk about the bayview and ask you, commissioners, to go back to our community benefits andee how the distribution of that community benefits is done. so what was agreed by the task force was 5% of $1 billion, which is 50 million. first, it was 6 million. first, it was 300 million, and then, reading your reports, it's $1 billion, so you all go read the reports and figure out your distribution. you all need to figure it out, please, because i'm the last of the mohicans. the others are just rubber stamping. we call them sellouts. so commissioners, step back, look at this, and do the right thing. others are in bed, and in listening to the last commission meeting, and i think each of the speakers that spoke on the tuolomne river should be getting a commendation because they spoke truth to power. and so i was doing my research, and i said, let me go to the source of the tuolomne river, and i believe they are t glaciers. and once, i believe that whole area was covered with snow. and i was told that maybe in five or ten years, there will be no snow. so why are we building skyscrape

highlight for you that supervisor cohen is creating an african-american arts and cultural district in the bayview point. just to let you know that it is -- the city departments are to submit written reports and recommendations describing the culture objectives of the district and proposing strategies to acknowledge and to preserve the cultural legacy of that district. so it is working to establish the formation of it. it is not the final legislation that says this is what the historical district is. the project agreement, the informational presentation was given at the last meeting. last thursday's government audits committee. amendments were presented. and i was not able to be at that meeting. and watch the meeting. so i just pulled out a couple of things from the legislation that i think -- that i think will be of interest to you. so that contractors will position engagement of each contractor on the subcontractor's agreeing to comply with the terms of the project labour agreement and unless the subcontractor is a local business enterprise that has not received over 5 million uncovered projects
