update up until monday, there were two speakers in opposition at the board hearing citing sea level rise. after public comment the board committee did recommend approval of this ordinance to the full board. they also heard an ordinance sponsored by mayor. board president chu and supervisors kim and wiener. this would change the threshold for the inclusional affordable housing programs, moving from five or more units back to ten or more . this is the companion ordinance to the housing trust fund and would only become effective if the voters approved the housing trust fund at this november's election. at committee this week both affordable housing advocates and housing builders spoke in support of the ordinance. at the hearing the board amended to make conforming amendments to another section. also to add in an evaluation component. where the city would look at the effect of this exemption on achieving our city's housing policies. this evaluation would be done three years after the effective date of the ordinance. then in conjunction with the five-year updates that are required by the mayor's office of housing. also, as you know,

the board of supervisors. the full board changed the recommendation of this rules committee and failed to take public comment beforeed community from the task force. despite what was said by supervisor campos if you followed the sunshine ordinance there were several in the audience who could have told you that what you were doing was something that was going to shut down the task force. supervisor wiener substituted a personally drafted candidate with no interest or knowledge of government matters. for the experienced representative of the disabled community. this retaliatory action denied the disabled community representation on the task force, opportunity to be chair or vice chair of the task force or its committees and violated rights under the americans with disabilities act. for you to go back and pretend like nobody knew what was happening is really, really outrageous. very frankly, you have a responsibility to fill the seats of any committee with qualified candidates, and that includes knowing what the qualifications are. and to come back after denying people the right to appear as i have three cases before

we will give the new owners time to do our reach for the information that has to be gathered and come back to the committee so the committee and board can make an intelligent decision about the liquor license transfer. i want to know that as the new owners, and i said this last week, i stepped and a little bit of a cow pie here, because there is a history, and people have been very angry at property owners. they actually took their liquor license out of the premises with them. i think they have not done anything wrong. there were timing issues, and there have been comments today that i think have been unfair. community are reached is extremely important. i am confident and request that that start happening immediately. we will work closely with them on this. i also want to note that even though there have been a number of comments today about gay vs straight ownership, and believe me, i am a huge bolivaeliever i owners of bars and nightclubs, but that is not before the board, and nor would it be legal before it to be before the board. we can cannot -- we cannot condition a liquor license based on whether their oy're gay or straight.
