the seawall, as city administrator kelly said, is unseen, mostly. it's 100 years old and it's served our city and region very well over the last decade, but we now must make significant investment for the seawall to protect the next generation. this bond will strengthen the seawall, to protect the city from earthquake, address flood risk and provide current adaptation for sea level rise. staff has prepared the geobond describing the port program and the need for the funding. we'll make final edits to this report once the committee takes action today but before the bond legislation is introduced at the board of supervisors. so members of the public may be asking what is the seawall, and i'll say you're not alone. because it is unseen infrastructure. we all don't know about this work horse for us. it's three miles long. it stretches from fisherman's wharf in the north to mission creek in the south. the state of california built this infrastructure between 1870 to 1910, turning mud flats into a vibrant deep water port. during the construction, we reclai

the city administration, policy and finance and neighborhood services. if you look at the department general fund expenditures by type of expense, about 45% of the department's budget is affordable housing, loans and debt service. about 40% grants cbo's. around 10% salary and fringe benefits. 4% other non-personnel operating expenses. and 3% work orders to other departments. in the affordable housing category, including los, our key budget changes are charter mandated increase to the housing trust fund. the trust fund goes up by $2.8 million each year. in 1819, we'll be using that increase for our community partners. additional investment in new housing development and continuation of work on the online affordable housing portal. the budget in 18-19 has a reduction of one time $3.1 million in the current year due to the elimination of revenues sent over from dbi in the current year. the 18-19 budget also has some good news for the general fund in that there's a reduction of $5.3 million in los subsidy required. we've been able to move those units over to

i seem to only be honoring bureaus and divisions that are under the city administrator. back in 2015, some three years ago in these chambers, a battle to reasonably and appropriately regulate the proliferation of illegal, short-term rentals was lost on a very close vote and voters took the matter into their own hands. and went to the ballot and air bnb dumps $9 million into our election to defeat that measure. and then supervisor david campos and i pass legislation for on-line hosting companies to verify the legitimacy of the listing and holding the hosts and the platforms accountable. charged with the duty of enforcement, and this was back to when david chu was a member of the board of supervisors, was office of short-term rentals, which i feared, i admit, was going to be window-dressing. but it has not turned out to be the case. in a city, where we're constantly getting complaints about enforcement, i have to say, the office of short term rentals has truly done an incredible job at enforcing what has arguably been one of the first regulatory schemes of its kind and bein
