the end. >> you can't leave. we have no forum. sorry. >> pg and e maintains the transmission serving the city with the exception of the transbay cable. most of it coming up the peninsula. they have proposed a new 230 kv transmission line to provide redundant see to downtown san francisco. you remember there were rolling blackouts that affected downtown and we had reliable services for the cities and supervisors got involved and we're looking at a number of transmission upgrades to the city and endorsed upgrades and this is one of the most important upgrades. right now downtown is served by kb system that runs from the patero substation to the embark substation and there's major concerns if there's an earthquake that happens that that transmission line can be severed and it will take some time to get the power surface up to downtown san francisco. there are a number of proposed routes for this redundant see upgrade. one

in san francisco today under combination of rebates from the city and county of san francisco and from the california solar initiative. you know, pg&e takes that power through an energy metering transaction. the rec is, as you've mentioned, is an unbundled rec. and that was designed in a way that hopefully down the road creates more economic value and more incentive for the solar panel. so, in that case, having an unbundled -- an unbundled rec could help promote one part of green energy which is self-generated rooftop solar. there are other traction transactions where it wouldn't look so good. >> thank you. any other questions? >> i just want to -- wait, commissioner king. >> sure. i fear asking another question and get a lengthy answer. i'd like to speak for people who don't follow this stuff every day. so, i'm going to ask a very simple question. does a rec, this unit, use the count renewable energy, right? does that mean that when san francisco purchases a rec, right, that we're getting a unit of a megawatt of energy from the same place that we're getting the rec from? >> no. >> no. >> if you buy an unbundled rec, no. >> okay.

of the supervisors supports this program while the mayor, pg&e and its union oppose it, you know you are feeling pressure but we cannot have additional delay. and i believe we disasgraoe with the city attorney's opinion or we have questions about it because the charter section gives the puc for the responsibility of establishing rates to meet financial needs of the system. any further delay will show that we are in a constitutional crisis caused by a city department failing, the board stands ready to approve these rates but nothing more can happen until you take action. therefore, if there is further delay, i have no choice but to request the city attorney to draft the charter or explore other options to provide the method to provide this stalemate, it is too important to allow this to die in the vine, it provides leadership and this will long be remembered for the action you take today. >> do you wish to respond, deputy city attorney? to those comments? >> no, i think you just said they would request the city attorney to draft something, to that certainly would have been the supervisor's purview. >> well, he quoted on an ordinance which was in conflict of what she said earlier? >>
