enables more competition among providers and a portion of the fees of course going to the city and a number of the cities with really high speed are also high density cities the same as san francisco so proximity to the network is definitely a plus for getting high speed and what's emerging also is the private sector moving into hybrids and fiberoptic hybrids more fiber now but still some cable and verizon working on a system like this and google has gotten into the business and they are not technically an internet service provider but they are constructing networks and then they link up certain neighborhoods with cables to the premises. at and t with its u-verse is moving into this network. and you mentioned monkey brains that's an example of where there's other challenges with that approach in terms of getting access to utility poles or rights of way. and public private partnerships are emerges also and i mentioned stockholm and the city of seattle is exploring that opportunity where they could lease out network and so that's another option when looking at it but it offers the possibility of more compe

the is a fairness denied city college and the city couldn't sit back and ignore it. ignateed complex, which means all the motion jz trial was heard by one judge. we filed early in the case a motion for reliminary injunction. city colleges accredidation was voted to be terminated and that termination date fsh effected a year from the termination date, but we want today stop that and were fearful that as civil litigation goes it would take too long for a case to go trial and city college may lose accredidation if the count didn't act thib introom. we file admotion for preliminary injucz and that was granted jan 30, 2014. at the time the said that the accjc fsh enjoyed from finalizing the termination of city college uzaccredidation until further order of the court. in june of 2014 everyone hit pause and city college got breathing room. the termination decision not set aside permanently had been stayed so the case could proceed through litication without the college accredidation would be terminated while wait frg the trial date. the accjc brought every challenge and comp

the city's budget is put together. and those really -- that experience has really influenced my decision-making process. >> and speaking of the city'sget, the city just enacted a two-year budget and it seems the city is always dealing with complicated issues including whether or not to raise taxes and fees. how will you approach these tough choices? >> i think that when we talk about raising fees or taxes, we always have to come at it from a very balanced approach. we have a lot of homeownerses, we have a lot of tenants in the city. and, so, again balance is really key. i think we also have to approach the budget and some tough fiscal issues looking at the city-wide budget as a whole and not just looking at specific sectors or issue areas that we real have i to look at the city's financial standing as a whole for the long term. that's really important and that's definitely what drives a lot of my decision-making process. and i think it's also tougher in san francisco because we really are held to a very high standard where we have to balance the budget every single fiscal year. we cannot run into a deficit in the new fiscal year. we

he came into the city thinking that the city needed to be controlled, because his military experience told him that that is what occupying forces do. you control a community or a population. so he brought 17 troops, 1,700 troops into the city with fixed bayonets. when i feel very strongly that he should have brought 1,700 with work gloves and pails. because had dennis sullivan lived, he would have recognized that without water you would have to revert a more traditional way of fighting fires. there is no water delivery system, so what do you do? so in any situation, particularly downtown, you're only five or six, or seven, or eight blocks from the water, from the bay, and with the amount of men and women who were available in san francisco during those days, they could have easily set up those sort of bucket brigades that existed. i'll tell you this, because on 9/11, just as a sidebar. on 9/11 when we were searching in the first day of error -- first day there and the second and third day, we used bucket brigades. we had hundreds of men lined up putting pieces of steel and debris into

the city. the lifeblood of the city, of course being the peers, because if they weren't saved, it would take this city much longer to come out of this terrible emergency and disaster. and he did. and in the next four days, lieutenant freeman, this great military naval lieutenant, led his men, who were mainly sailors and marines, and they completely stopped the fire at the water front area and they completely stopped the area at the rail road sheds, which was open where lincoln hill used to be. and he did a very, very commendable job. now, in the history of san francisco's heroes, there's a huge photograph and 400 people in this photograph and general funstine is in the middle of it, and the mayor, and boss roof is in it, but there's no lieutenant freeman who did this extraordinary service in four days. i feel that because the military people of the time realized that in all great situations there's only room for one name. every battle has one person attached to it. for instance, like custer or mcart you are, any of the jenralts in the revolutionary war. here, there is room for only one military p

[inaudible] >> i'm a 35 year of experience teaching esl at city college. one suggestion i have that the city could do is put signs on the muni buses advertising city college. this could have been 3 years ago when the first crisis hit. we have seen a cultural change at city college since the crisis hit and an example is the push out policy of administration during the time of enrollment to actually push more than 1 thousand students out of the college for not paying up front all their fees. it doesn't make sense when each student brings in 4.600 dollars per student to push them out for the sake of a few dollars. that is one thing another cultural change and may seem insignificant but think it shows where the administrations are which is to change the names from mission campus to mission center and talk about the centers. if you look in the course schedule you see only one campus, the ocean campus, all the other campuses are now referred to as centers. i think this is emblematic. i want to ask people why this attack by the partnership of accjc and board of governors toort with san francisco ch

as this overwhelming force moved into the city to back up the city police force, we quickly brought calm and order back to the city. relative calm was effectively restored by early tuesday morning. and we spent the entire weekday and night managing the crisis, keeping the peace, touring the city thanking our law enforcement officers and soldiers and firefighters and listening to the concerns of residents from every part of the city. we repeatedly visited penn and north, sandtown winchester and many other communities on both the east and west sides of the city. we worked from the baltimore city police headquarters. we visited injured officers at shock trauma. we had a meal with members of the national guard at the armory and with officers at the state police command center. we met with and thanked as many state troopers and allied police officers soldiers and firefighters as we possibly could. our entire team was working 16 to 20 hours a day in addition to managing managing we're literally making hundreds of decisions and managing the 4,000 people we brought with us. we also talked with b

kolb: we've worked with the metropolitan transit authority in new york city that runs about a third of the city's buses, to determine which types of buses emit what kinds of pollutants. so one can take the mobile lab and follow the buses as they go about their routes in the city. and as they stop and start take on passengers accelerate, slow down, one can see how both the particle pollutants and the gaseous pollutants they emit change. then you can take the same type of bus and put some emission-control technology on it -- maybe a trap that traps and burns the particles -- and you can see what effect that has on the particle emissions and also what effect it has on the gaseous emissions. narrator: when kolb's team tested these buses they found some unexpected results. kolb: the diesel buses with particle traps did, indeed, emit only about a quarter of the particles that normal diesel buses emitted, but they did emit a large amount of nitrogen dioxide, which is, again, a gas that is a toxic air pollutant. so you have to be careful, when you're trying to solve one pollution problem, that you don't
