item 6 is an ordinance calling and providing for a special election to be held in the city and county of san francisco on tuesday, june 3, 2014, for the purpose of submitting to san francisco voters a proposition to incur the following bond debt of the city and county: $400 million to finance the construction, acquisition, improvement, and seismic retrofitting of neighborhood fire and police stations, the emergency fire fighting water system, seismically secure facilities for the medical examiner, the police department's traffic company, the police department's forensic services division, and other critical infrastructure and facilities for earthquake safety and related costs necessary or convenient for the foregoing purposes; authorizing landlords to pass-through 50% of the resulting property tax increase to residential tenants in accordance with administrative code, chapter 37; finding that the estimated cost of such proposed project is and will be too great to be paid out of the ordinary annual income and revenue of the city and county, and will require expenditures greater than the amount allowed

the entire country, that transgender youth are not important. and i think that with a case like this it's really critical for san francisco and the city and county of san francisco to take a very clear stand, demanding justice for julie. taking a very clear stand that we want the district attorney, who ultimately has the discretion to decide whether or not to prosecute julie for simply defending herself, that the charges against this young woman be dropped. charging julie is not only a travesty of justice, but it will deepen the wounds and harms all sides. it actually stigmatizes and bullies her a second time. what kind of message are we sending to our young transgender men and women that not only will we protect them-- not protect them when they report the harassment, but when they try to defend themselves, we will not go after the perpetrators, but criminal ize them. i want to thank the supervisors who have supported this. i really think it's important for us to send a very clear message and, you know, this is one of those things that it should be a no brainer that this child should not be prosecuted and hopefully by the time we get to vote on

my name is alisa messer, i'm president of aft 21 is 21 which represents the faculty at city college of san francisco. and i wanted to say, first of all, that we have had tremendous support among the board of supervisors for city college of san francisco. i'm not standing before you here today to tell you about how important the college is or to tell you that thing that the college are not complicated. things at the college are complicated. however, there are some thing that everyone i hope on the board of supervisors and in san francisco should be able to agree on. one of them is funding, increased funding for state college of san francisco and another is that we should be looking to restore that the time is right and the time is now and we should be working to restore our democratically elected board of trustees. there are many things at city college that have gotten better of late, but there are many more that have gotten worse. and, so, this idea that somehow we need someone from outside to do the work of our board of trustees is simply unacceptable. we should have democracy in san francisco. it'

for the tremendous contribution to making the city san francisco. today i would like to recognize a member of the community. a community that keeps us safer stronger and healthier and that is joe wilson. many know joe and [inaudible] deep bear tone joyce which he utilized [inaudible] and uses hisoric [inaudible] to bring in district 6 residence and [inaudible] be a part of the dialogue to be a more equitable community. the members of this body have absolutely no interest in helping the citizens of san francisco but only in protecting the city against its citizens, another interesting fact is that many of these cases involve violations of the law by the people who appoint you. so what do san francisco's gets for the millions of dollars that it costs to support this body each year? an infrastructure designed to cover the back sides of city wrong doers. >> most are familiar that the city librarian was found to have purgered himself for 3 consecutive years making claims that the friends of the san francisco public librariry gave him nothing which actual year they were giving him thousands of dollars worth of gifts of travel, hotel accommodations, transportation, food, conference attendance, etc.. he spent two years withholding public records from me. i had to file two petitions to the superintendent of records in the city attorney's office, and the first petition after a year of waiting for him to give me documents was denied because he was giving me documents. another year, went by, and filed another petition and they gave me

the united educators of san francisco today. and we're pleased to be here joining the entire san francisco public education community and support of supervisor campos's resolution to bring back the elected trustees of cityollege of san francisco. after all, usf members and leadership quite often appear before the board of education over across the street at the school district because there are issue that deserve public comment, debate, and a hearing of all sides. right now we have a leadership of city college that is not transparent and not accountable to the people of san francisco. yesterday we also had the pleasure of being in the mayor's office and hearing senator leno announcing there will be legislation to make sure that city college will be financially stable in the years ahead. so, if i was in the classroom where supervisor tang or cohen [inaudible] not too many years gone, we would look at this as a textbook example of how democracy is sub poed to work. we've had so many public meetings, demonstrations, forums about the need for san francisco ~ to step up and save our great city college. well, today we're having a manifestation of the political leadership listening to the people and moving for

the local a ftc f t. so again, we all know there are great challenges to observer about beau loved college college of san francisco for its accreditation. city college i don't need to reaccount it's on the only portal for hire education and for workforce training. it's also one of san francisco's largest employers and a great customer to san francisco's small businesses. we must sustain our san francisco city college. the news is good the chancellor is well aware of what needs to be accomplished to save this month important campus and district of the one hundred and 12 if i can be bold. so he has every incentive and i'm consist it will get down. in spite of the of the good news and the progress we're making that there are some who would otherwise enroll in san francisco who are not. we have to make sure we do that we've lost 16 percent of enforcement. to positive expectation accreditation will be sustained and the message is everyone who wants to enroll should and we'll make sure no one is going to get dropped and we have to stabilize funding and that's the point of this bill. without the stabilization of funding what happens is what is the

san franciscans. this message is enlightenment. the city and county of san francisco already does many things to ensure we get the low prices for medication. for example the group purchasing organization from hundreds of manufactures. the department also makes the use of the special drug pricing program 340 b drug program which allows the clinics and hospitals to purchase outpatient drugs at deeply discounted rates. the dph in turn provides free drug access to low income, uninsured and under in insured patients through the drug program, but under through the level could this be changed. this resolution is far more reaching and will reach other populations in san francisco where there is the need. for example, some persons have to make large out of pocket copayment to get medications or fight with their drug plan to get the medication they need. they are required to provide high prices which is notable for some notifications. for example, some new medications which are considered breakthroughs which treat illnesses like hepatitis c can cost $1200 per pill. the cost is
