the health problems of particularly like the people with co-occurring disorders, they live a shorter length of time; they have other kinds of chronic conditions. okay. on and on, the family, i mean, we could go on and on about the family consequences, the broken families that can be healed together by recovery. right. and keith, there's also some workplace issues, tremendous workplace issues, correct? oh absolutely. i mean it's one of the most common reasons for absenteeism on the job is substance use or mental health problems-injuries on the job, accidents on the jobs, workplace violence. i mean, these problems are sewn through every part of american life and that's the really daunting aspect of this problem but the upside is recovery. just as joe was saying so well, you look at how much he's giving back is because addiction is so destructive by definition, then recovery is a chance for us to get double benefits and repair that damage and benefit the entire society, not just the person with the problem. and bev, in terms of that whole issue in the workplace in particular, i know that

it seems that it's 19.7 is what i heard the statistic is as far as people with a co-occurring, so it's almost half of the folks that have a co-occurring disorder. people need that it's so important to make sure that services available because you're right, everybody can't go during the day when they need to go to work or they need to do other things, but there needs to be a whole menu of ways for people to get the services that they need. and joe, you had, you yourself are in recovery and are one of our pride and joy in terms of individuals who go around the country talking about your recovery. do you want to tell the audience, really in terms of your own situation, how you came into recovery and what was your pathway? thanks for asking me, but yeah, i'm definitely in long-term recovery and, of course, it's only because of long-term recovery i'm able to be a father today and a husband and a person also that is the executive director for the association of persons affected by addiction. for years of course-i was 36 years old when i first went into the rooms of a place that reached out f

the >> the co-chair recognizes senator kyl of arizona. >> thank you, dr. barthold. follow-up on senator murray's questions with regard to the effect of short term payroll tax deduction policy, in your studies, did you find any evidence that either the payroll reductions -- well, just take the most recent, but if you want to go back to the bush administration if you can recall that as well, did that have a stimlative effect on the economy, or -- and was it responsible for any job creation? obviously, we had job reductions during that period of time. did the temporary aspect of it reduce its effectiveness and was the need for people to deleverage such that rather than spending a lot of that money, they ended up paying off debts or saving the money. were those possible effects that reduced the effects of that temporary policy? >> senator kyl, just to be clear, yoir talking about the tax rebates under the bush -- >> well, there was a tax rebate under bush, and then more recently, we had a payroll tax -- >> but -- >> one year policy which some would like to see extended.

but another area we did not and the fundamental problem is what my co-chairman just talked about. we didn't have the people to go out there hardly because they didn't want to go out there and i can tell horror stories about that one and so you had a situation where it was contractors by default. if you don't have your civil servants ready to go to the theater and you can't force them to go, military people go in the civil servants, some do, some don't. to give you an example of that, we were out in afghanistan and we were talking to people from the agricultural department. it turned out that the agriculture department could not fill its a lot of people to go to afghanistan. we are not talking about thousands, we are talking dozens come still couldn't fill the allotment and those who went came from the foreign agricultural service many of whom had never seen a farm in their life. so that's an example. >> okay. you talked about, katherine, in your testimony you talked about the waste and fraud, waste in particular may even be higher if the host governments can't. were you able to do
