the apartment association in some cases and have them sort of work on the other end speaking to the landlord complying with codes and all of that. and we have had great success. the other thing that it allows us to do is a little bit of a more of a case management model. some of our counseling that we do it is really where we are only able to sort of do an in and out and advise them a little bit and send them on the way and with this, we are able to do follow up calls and we send out post cards saying has your issue been resolved and we will track the cases thoroughly. if the people are not getting anywhere, we are able to escalate through the dbi system if we need to or keep helping them work with the landlord. i think that it provides a great service not just to the community and the tenants but to your department frankly. we are trying to do a lot of the groundwork so that these cases don't necessarily get to you. we are trying to sort of do what we can do just through the community work and it is also helpful that the tenants kind of come to us as you will hear from other groups, were ba

and a lot of ways it completes the circle so that the landlord can say that they did not know about this. and they were not given an opportunity to reply. and so, sea op, is an important tool in the tool box thatvy to help the tenants and get them empowered. that is what my months ago we are announcing launching this soft story, retrofit program and i am pleased to announce that this was introduced to the board of supervisors on february fifth and sponsored by the mayor. i think that it speaks to the fact that this has been a ten-year process of consensus driven, public policy. and this is probably the single most important public safety issue that will be before the board this year. and you can see by the support letters in your packet that we have already received unanimous support at the code advisorry structural level and the full code advisory level not only that there are letters of support from the aia as well as spur. this shows that this is putting politics aside and it is about saving these buildings and making sure that that 58,000 san franciscoans are able to return home.

i would like to start by saying sha the issue ans of these permits is an attempt by the landlord to evict a disabled tenant who is hiv positive from a rent controlled unit to circumvent the eviction laws and the merger process for units through a dubeous claim of some need to perform seismic work. mr. hyman hired brett gladstone to do research of the permit history of this building, what he found was that there were no novs issued for seismic work for this building. s there were no permits for seismic work issued for this building. and that city records are very mixed in showing whether this building is a single family home or two units. enough so that without some encouragement by the owner, to show others, to would list the number of units as unknown which three reports have been increasingly done and the city policy makers encouraged the department of building inspection not to incentivize, where the permits are not clear by reducing the number of units on a three-hour report. instead the department of building inspection referred the owner to the planning department to make the merger

i think it's important that the landlord after investmenting into the building and putting a lot of money into the building to retrofit it making it safer and putting in sprinklers and so on, he should be able to make back many return on investment. this proposed storefront is virtually the only ground floor space on that block that does not have a commercial use. so i think it's perfectly reasonable for that use to be incorporated into the building. i do want to make two quick points. one, about the hours of operation on the back patio. as i said, we have been there for 30 years and we're respectful of our neighbors and rarely have any kind of amplified noise and would like access and the conditions of the application include access to the back patio. we're losing the front patio and we need to have a place for our people to be able to go, where there is no alcohol being consumed. so the actual space of the castro country club is extremely small. we need to have a place to go out and get some air. the other thing is the fencing bordering the neighbors and the application includes a small

we got kicked out of our office, just by the landlord and the release. there is a lot of political pressure on us just to keep the political office closed. as most of my staff will tell you, there was really one person who thought it was the perfect idea to stay in san francisco and pay the market rent, and that was me. maybe state bureaucrats did not like that some much, but at least one of them did, and that was me. we are delighted to be in san francisco. it is important for us to be on the ground. we have 25 offices around the state. because of groups like this and how supportive you are and how hard we try to work with our license fees and the public, despite all of the challenges you would expect, san francisco is one of the few places where calls come up to my level. i have all sorts of things that are -- that seem very, very challenging all the time, all over the place. you guys are about the least i hear of, and that is a great thing. i want to thank you for cooperating with my office. anytime you want me to come down here and talk with you, hap
