. >> good morning and welcome to the breakfast forum by the manhattan institute center for state and local leadership. my name is michael and i am finally appointed director of the center and it's truly an honor to deal with you one way gone to the job and what a great event to kick things off. it's an honor to be here with everyone. as you know, for over 40 years the manhattan institute has been a national leader in advancing the idea is of greater economic independence and choice and individual responsibility. we have our roots as you all know in the cities having led the movement from welfare to work and from broken windows to see for cities. during the coming weeks you will be hearing a lot about our center for state and local leadership. whether it is examining public employees and the relationships with the government's for which they work, detention systems, the retiree health benefits, whether it's talking about new public safety strategies with its working on issues as diverse as prisoner reentry in places like newark new jersey and the assimilation into the cities and states

. >> i know some of the comments and the public, some said please to not let the manhattan-like nature of the development in your neighborhood go forward. this will lead to different types of environmental impacts and urging us with a balanced solution. my question is really the impact on the western neighborhoods. this comes from think neighborhood organizations centers that say that this will lead to rampant -- rampant identification. we are not just approving a blanket approval but there are those to keep in check the development that they feel is out of character. can you speak to that? >> you are absolutely correct. i was going to say in my comments later that the housing element does not change any development in any peace of planning. the point that we have repeatedly stated is that the housing element is a policy document, it is not planning code. this does not change the zoning. this action have stronger language than previous drafts. >> with regard to the alternatives that were analyzed, can you speak a little bit to those alternatives and why you believe that those in and of

supporting evidence has been collected by both the nypd and the manhattan district attorney's office.independent body under american law that is comprised of impartial citizen jurors, considered the evidence presented by my office and found it sufficient to file an indictment and bring the accused to trial. under american law, these are extremely serious charges. based on the grand jury's determination that the evidence spores the commission of noncon seine kwal, forced sexual acts, the defendant was indicted on all of the charges presented to the grand jury, including criminal sexual act in the first degree, a class b violent felony and attempted rape in the first degree, a class c violent felony. during the course of this, the defendant, under an experienced judge, will receive all of the protection available in our justice system to ensure a fair trial. these protections are guaranteed to everyone charged with crimes in these courts, whether or not they are residents or visitors. and that includes each of the more than 100,000 defendants who come before my office each year. fairnes
