the mta has the lead on this. we have been supportive from day one. we have sent key staff members to the mind the gap committees. it is not because of an unwillingness to participate in the process, but it is really mta's lead. i would have expected these issues to be fleshed out by this meeting. we are more than committed to working at the staff, management level to get this resolved. when i am telling you is it does not look to me like a road map that will get us there. the commitment is there. we want to make sure that we have the ability to work in an integrated fashion with the mta to get there. supervisor chiu: and i would like to hear a response from mt s.a.. >> i was one of the members on the committee. -- from mta. all of these issues have been put on the table. there is a sense of frustration. maybe we are not moving as fast at the mta as we have hoped, but now this meeting is helping to provide the catalyst to move us forward. all these issues have been brought up before with mta staff. supervisor chiu: i was confused from the director's s

i'm looking forward to continuing to work with the mta to make it happen. there are some of the sea items that will involve this board. there are some action items that will involve the sport in regard to swaps of prop k money. you also need to do some advocacy with the california transportation division to make sure it is approved and timely manner. i will skip this item because the chair has recovered it. you should not be surprised to see some of the authority planners in your neighborhoods talking about the san francisco transportation plan. this is a 30-year look at transportation that it gets done every 30 years. we are in the middle of analysis in raising analysis around the neighborhoods on the importance of having this road map that will bury much navigate the sustainable community's strategy to we've had many meetings, including the district 11 council, and we have a very long roster of other community divisions we will be in touch with. of course, we are delighted to take your suggestions for organizations we should be connected with in your distr

the first component is how mta defines a process now. that is something that can be gleaned from written procedures. in the absence of a written procedure, there may be a presentation, so how they say they do it. the second component is best practice. best practice is our opinion. it comes from sources like the institute for asset management and other sources. the third one, and this is where the referenced project comes in, this is what the current practice is. is there evidence that the written procedure is being followed? the audit report organization will be in this format. we will have three sections. the first is called enablers and controls. we do not call it that. it is the infrastructure or the environment in which the products are carried out. it would be like what a road is to an automobile. a road enables an automobile to travel from place to place. the second component is porfolio and program management. that means selecting the right projects, the process you go through all the time. setting priorities, how that is done, and

we need to work closely with the mta to come up with a strategy. it is also the appropriate time to discuss the trade-off involved. there is no money sitting around and used. there will be a trade-off. we will need to have a discussion with interested stakeholders. the idea is to get to a financial strategy that we can all advocate for, in d.c., and wherever appropriate. also, in the financial plan we have that shortfall, but there are a number of funding sources that are risky. they are committed to the project but the risk is associated to the timing of when those funds will be available. i am speaking specifically about state funds. there are about $370 million in state prop1a,b, and regional improvement funds committed to the project but the money has not yet been enhanced. the question is when. it has to do with how the state budget situation gets cleaned up. and coming up with the financial strategy, we want to work with mta to work on short-term financing so that we can stay on schedule and deal with the funding when it is available. i believ

the last two will be covered by mta. to ensure we are fully responsible, we have a member of the executive team here. just to briefly start off by talking about the over all clipper implementation, as mentioned it is the all in one transit card and it is currently working on five of the largest transit areas in the bay area. bart, caltrain and golden gate are currently accepting golden -- clipper kurds. with that, the seven agencies represent over 90% of bay area transit rider ship. that provides a great opportunity for interoperability and convenience to the customer. the clipper card has been accused of being complex. part of that is our willingness to extend the willing fare structure that transit agencies have. as we brought these transit agencies on, we except that their products at discount. all told, the clipper card except for thousand unique their combinations, so it is a powerful card. it can be seen as complex but the argument can be as easily made that it is easy to use. lastly, i want to talk about what is ha

the mobility study. thank you. so, this item that i am presenting, two requests for mta. tell train will be called for the rest of the presentation. the first request is for phase two of the rehabilitation project to rehabilitate 22 escalators of the 28 currently in the system. this would be a match for the design phase of the project. we would be providing $300,000 to match federal section funds. beginning in january of 2011, completed by 2012. we did fund the construction engineer report phase in december. the next request is for construction of two biplanes. one of them is 1.4 miles in both directions from bay shore boulevard. the second bicycle lane project goes for [unintelligible] these are for what we consider the last two bike lanes. should be completed by july of 2011. $274,000 is the full budget. $160,000 will be provided by crop said. $74,000 will be provided by the regional transportation fund for clean air program. the next request for the fiscal year cut the budget, a request that we see every year. upgrades to the vehicle stations and tracks. signals that go

what i want to talk about is some of the specific things that mtc has done to support it. mta will be talking about the planned activities in place but based on our lessons learned we have dedicated a special efforts to ensure a transition is moved. the first is we have increased staffing of the customer service center. we have added five additional staff this month. they have been trained. secondly, an important aspect is a refresher training for frontline personnel. they are our best chance at helping a customer when they are on the site trying to choose a card for the first time. we have given a change order and are providing additional support. as well, we have just authorized last week additional outreach teams to serve as ambassador. implementing the decision for the frontline personnel are key teams at bus stations, other locations try to coach people, trying to teach them what is going on. you mentioned for this month only we have the existing fast pass members, that we are providing them with a pre loaded card so that people will not be left in the woods. what they wi

it is the priority of the mta and the city to make sure that the central subway is built and that wehave this connectivity. we had heard that federal funding could be easily reallocated. that is also not true. if anyone has been following the central subway conversation and advocacy around federal government, it is not easy to say that we would have $900,000 for one purpose and next week's ugly spending is a more else, that simply does not happen. we would have to start over and that money would be reallocated to other places. i want to be clear that that is relieve the situation we are dealing with. there are always conversations about the sun set and how residents simply will not benefit from a connection to chinatown. i can tell you, for myself, the number of people taking that transit line in order to get to chinatown, when people say that it will only benefit a certain quadra of the city, that is really just not true. it is beneficial not only to sunset residents, but also to others in the city, making sure that not only can people get to chinatown but that the folks are able to

characteristics -- different types of alignments require different types of buses, so new technology for the mta is going to have a learning curve in terms of having our operators understand and our maintenance crew learn how to operate and maintain these vehicles. the infrastructure, the maintenance agreements with those. transportation circulation -- there is strange that is going to happen, so there will be some impact to general transportation circulation, but we believe we have developed enough of the tools to mitigate these as we can, and the funding peace -- we are confident we of -- we can close the gap on the project because of its priority and its tragic. these are the left-door and right-side door operations. on the bottom left is the traditional three-store operations. on the right-hand side is the two-store operation. they are in operation in cleveland, and they have been performing very well with the similar infrastructure load being placed on them. on the geary project itself, this is a little less developed just because of our timing. we have been focusing very heavily on van nes

i will highlight some of the accomplishments that the mta has achieved in meeting some of the ssga roadmap deliverable. i will discuss the fund's utilize to close the funding gap to fully fund the cap and then the next tax. >the central subway is currently on track to achieving a full funding grant agreement. the sfta process began with the final approval dated january 7 of this year and continues with monthly meetings fta washington and region 9 staff, along with tsa staff, and it continues to meet and satisfy all the obligations under the ssga road map process. submitted must and that we achieved on november 19 where the project received approval for the letter of no prejudice that would allow us to move forward with the utility relocation contract in the union square area. this is an significant milestone which allows for the federal authorization of an early construction activity. identified before you are the remaining sfga some metals necessary on schedule to receive the $942 million in federal funding. a key milestone in the application is a submission of an updated financial plan,
