security contract for the mta, a 3-year contract and this is like the the second bite at creating a contract for security for the mta and i for the mta and i think they have done it right and hopefully meet with your approval and the next item i have for introduction is a resolution that follows up on on the controller's recent report identifying 3000 loans in the city that are underwater or near underwater and these are predominantly in the southern and south eastern neighborhoods in san francisco and one of the few strategies for helping struggling homeowners where cdfi's have been able to purchase at risk mortgages from banks, hud and fireman frannie and freddie mac and help families stay in their homes and expresses the intent of the board to negotiate with the banks that sell more of these at risk mortgages to the cdfi's and pose low financial financial risks and burdens to the city and i hope that we can work with other cities to pressure the banks to sell more of these at risk loans and the city councils in richmond california and new ark new jersey have passed similar resolutions and

i am the enforcement manager of the mta. so today i would like to provide you with a report the status of our enforcement efforts on double parking. i would first like to refresh you with the california vehicle code, the law, and as supervisor wiener indicated there are some limitations, but we certainly are able and cable of dealing -- capable of dealing with the limitation toss the degree that we can. the california vehicle code for double parking clearly states that no car or vehicle should stop or stand whether attended or unattended and that's the key, whether they're actively loading or unloading. the exception is california vehicle code 22502 which does allow for commercial vehicle to the degree reasonable amount of time to actively load or unload. the enforcement practices differ with commercial vehicles and passenger vehicles. the commercial vehicles maybe enforced if there is legal space available and they have chosen not to take it, yellow zone, meter, white zone, what have you. there is no evidence of actively loa

. >> thanks i'm jonathan with the mta i wanted to take a few minutes to respond to the question last month about the allocation one was the overview purpose of the bicycle education and with the costs of the individual classes so the first one was overall we're trying to accomplish with the black history month has to do with first start the bicycle strategy we've laid out a number of manufacturer to get us one today to a 20 percent of ridership that's within the ridership we've reported to the board 4 percent of the various improvements including investments in safety education to help us to slowly move up the policy goal one goal we have bicycle safety education and 60 r 50 percent of san francisco schools we have not reached that but prop k will help us fund those and is consistent with the expenditures second the overall vision zero and one thing in all in favor, signify by i with had 2 hundred and 60 bicyclist collisions we saw a decline in 2012 i believe down to 5 hundred and 79 and the past year we're another 621 as we were seeing cycling increasing you'll noted in the newspape

this is such an enormous part of our work at the mta and specifically on the sustainable streets side and i thought it was important to talk about this and i will say that december 2013 was a really, really bad month for traffic safety and there was a lot of tragedies that month, and deaths in the -- traffic deaths and one of those that really captured the attention and hearts of so many of us and so many in the public space is the tragic loss of sophia lu and she was a six year old sherman elementary student who was killed in a crosswalk in the evening as an uber driver and this could have been anyone's child and it's deeply tragic and it has catalyzed us and moved everyone in the city, particularly you chair kim to do something about it and to really act, and i think that's an important moment to recognize, and through supervisor kim's work and that of many advocates and city leaders that has lead us to a new policy goal for the city, for the entire city, of zero traffic deaths by 2024. and it is a policy that nearly every city agency at this point as adopted. the premise is pretty
