i hear what the mta is saying. i don't believe that there should be any exemptions, partially or otherwise. as private individual when i had remodeling done on my home it was my job to get permits and pay for them to have parks so that my contractors could park in front of my home while they did their remodels and i think they should have to do the same. i walk a lot and i am willing to take the pictures and make report to the board or the mta. i would like to say it's not just cars and commercial vehicles. the san francisco fire police and the san francisco police department park in front of coffee shops to get their is that corrects. i don' -- their snacks. i don't call that a emergency. >> next speaker. >> i want to thank the supervisor for calling this hearing and launch into the importance of double parking and muni riders and muni itself. muni is a billion dollar business and the typical line is 40 minutes and if double park cars add a minute to the running% and 2% and on the average you're talking about $20

i am the enforcement manager of the mta. so today i would like to provide you with a report the status of our enforcement efforts on double parking. i would first like to refresh you with the california vehicle code, the law, and as supervisor wiener indicated there are some limitations, but we certainly are able and cable of dealing -- capable of dealing with the limitation toss the degree that we can. the california vehicle code for double parking clearly states that no car or vehicle should stop or stand whether attended or unattended and that's the key, whether they're actively loading or unloading. the exception is california vehicle code 22502 which does allow for commercial vehicle to the degree reasonable amount of time to actively load or unload. the enforcement practices differ with commercial vehicles and passenger vehicles. the commercial vehicles maybe enforced if there is legal space available and they have chosen not to take it, yellow zone, meter, white zone, what have you. there is no evidence of actively loa

this is such an enormous part of our work at the mta and specifically on the sustainable streets side and i thought it was important to talk about this and i will say that december 2013 was a really, really bad month for traffic safety and there was a lot of tragedies that month, and deaths in the -- traffic deaths and one of those that really captured the attention and hearts of so many of us and so many in the public space is the tragic loss of sophia lu and she was a six year old sherman elementary student who was killed in a crosswalk in the evening as an uber driver and this could have been anyone's child and it's deeply tragic and it has catalyzed us and moved everyone in the city, particularly you chair kim to do something about it and to really act, and i think that's an important moment to recognize, and through supervisor kim's work and that of many advocates and city leaders that has lead us to a new policy goal for the city, for the entire city, of zero traffic deaths by 2024. and it is a policy that nearly every city agency at this point as adopted. the premise is pretty
