>> yes, sir, they report to the national governor association. the ten are a council of governors which congress directed the president to appoint and to work with the secretary of defense on, national guard issues particularly. both from the standpoint of domestic response and also the ongoing care and needs that states have, particularly in looking at their guards. i would defer to that body. i know this issue, not this specific but the overall issues of how these are affecting governors and the ability to do that. also the work that's being done at north com to support states if we do require federal assistance. >> thank you. >> thank you, mr. carter. before we end this first panel session, i have one quick question to follow up from the conversation that you and i had yesterday. administrator fugate. that's the mpgfy '12 guidance. we're very concerned with the new inclusion of additional agency that's will be eligible. my question is do we have your commitment to address this issue? >> yes, sir. >> thank you. >> it's not our intention to have

tlp are laws being passed around the country, this outfit called alec and the national rifle association, they are bankrolling all of these legislative decisions to jam laws like stand your ground down your throats when the citizens aren't crying for it. there's a lot of different pieces to this puzzle. it's easy to broad brush and say the media is out there picking and choosing and race bating. you can call me a bater until the cows come home. i know for sure there's no question that there have been some real failures here that need to be discussed. every night i might add let's turn to dr. james peterson. first of all, i'm curious before we get to this, what are your students saying? >> students are feeling compassion. they're feeling vulnerable especially young students of color are wondering what society we live in. >> it's a story that has a real impact on young people. >> it has. it makes them feel there's an absence of justice. there's a serious challenge for a young person if school trying to be an upstanding citizen? america. >> what do you make of the analysis? >> i'm glad you

i was made aware of a letter that the national association, i don't know if you're aware of the letter or not, but they are concerned about this same approach with the cuts to the guard. could you talk a little bit about that, because in their letter, they have mentioned that the air guard provides 4 -- they also mention in the letter that we must oppose a proposaproposa. and approximately six times the per capita personnel reductions. >> sure, sure. >> the main thing that we did want to maintain in a strong guard and a strong world. we are going to be maintaining the guard at current levels or going to be maintaining the reserves at the same level. with regard to the air guard that the -- they have made cuts with regard to the active duty force itself, in terms of planes, they did not focus on the reserves and the guard operation. they decided to look at those, particularly with regard to planes tlik a-10s. are these planes multimission? can they perform the kind of role that we need with a new agility that we have as part of our strategy? and their determination were that these were

after college, she joined the national association of black accountants to meet people, which led her to start acap in the bay area. for the last 13 years, the accounting career awareness program has helped introduce local high school students to the world of accounting. but more importantly, exposed them to the professional world. >> what they will see is what they will be. and that's something that really resonated with me an even within myself. >> reporter: and it resonated with student who attended nicole's acap program last summer. for a week, she and 30 classmates got to live on the uc-berkeley campus for free. >> really opened my mind to see like what's really out there like nicole was saying beyond my block. >> we take them into the classroom, give them classroom exposure. we go to field trips to different companies like facebook and google. and we just show those students the path to take to work in the industry. >> reporter: she now wants to go to berkeley and major in biochemistry. >> discipline i learned from acap, like i carry throughout, you know, my life. >> reporter: i

. >> reporter: and today we learned from the national association of black journalists is that the martin family intends to file a civil lawsuit. lester? >> ron allen in sanford, florida for us tonight. >>> we want to bring in veteran criminal defense attorney ricky klieman, we know that this local stand your ground law is the basis for not arresting zimmerman. as new prosecutors look at this case, will they look at it through that same prism, that same law. >> we have heard that that may not be his defense. his defense may simply be as self-defense as we always understand it. we do know that stand your ground does not mean chase after. this is a man who called 911, they told him not to pursue this youngster. however, when you listen to the 911 call, lester, there is reasonable in mr. zimmerman's tone, he does believe that trayvon martin has something in his waistband. what happens in that interval is the question that has to be investigated. between his 911 call, and ultimately when the neighbors heard the scuffle and heard shots, or heard a shot. >>> in other news, at least eight people

the family attorney told board members of the national association of black journalists that there are more important things than a crime charges >> i think the focus is not necessarily, we want on arrest. i think that the state aspect of that is the one that is most feasible, the most obtainable in this matter >> the shooter's attorney says his client is being unfairly portrayed as a racist and that he acted in self-defense. more demonstrations were held across the country today over the killing. the latest outrage was on display at the nation's capital sizzle hundreds came to washington's freedom plaza saturday demanding investigation into the deadly shooting of the florida teenager. they chanted, skills and ice-t are not suspicious to me, a reference to the items the 17 year-old was carrying as he was shot and killed as he walked three neighborhood. the neighborhood watch captain george zimmerman says he shot martin after the teenager attacked him. zimmerman was not arrested because of the stand your ground lot. many claim he shot martin because he was black, an accusation is attorn

back in two thousand and eight a castle doctrine was passed by alec with the help of the national rifle association the lobbying arm of the american gun manufacturing industry. we are a very pro second amendment organization in fact the last session some of the again off topic here real quick but some of the things that we were pushing in states with the castle doctrine we worked with the n.r.a. on that that's one of our model bills that we have states a introduce. so what exactly is the castle doctrine well it's a virtual cabin copy of florida's stand your ground law which was passed just a few months after alec approved the castle doctrine here of the two bills. side by side nearly identical other than this one minor difference that basically actually makes the believe in more expansive coordination reporter john nichols alec wrote this law for lobbyists from the n.r.a. and wal-mart a nation's largest retailer of guns and republicans in the florida state legislature introduced it and republican governor jeb bush signed it into law and now hundreds of justifiable homicides later homicides were nic
