we do an awful lot with the chinese navy. have established and agreed upon rule set on which we conduct business at sea, and by and large, the conflict of both the u.s. navy and the chinese navy has adhered to that rule set. we allow our navy and the chinese navy to expand options, decision leaders as we continue to try to open up this competition without leaving to provocation, without leading to conflict. mr. whitlock: i would like to follow up on how you described the rules of competitions that have changed and are changing quickly. we also see that with russians and the iranians in the gulf. last month there was an extraordinary close call between russian fighter jet in the baltic sea and the uss donald cook, which was on a routine mission there. the fighter jet came within a few feet of the ship. and we are seeing more of these instances, not only with ships, but u.s. military aircraft in asia, but also on our own borders with the russians in parts of europe. the competition seems to be heating up, but the rules are a li

again, in those days, the army and navy were pretty well separate. so we get to a point that because of those things, macarthur has to begin to embrace combined operations. now, i would hesitate to call him the father of combined operations, but i think very, very quickly, when you look at him as a military commander, you've got to give credit to the fact that he adapts, that he embraces the resources that he has, and that he does go ahead and be able to use air, land and sea operations together. it's always to his credit, i think, that he gets a lot of great commanders in each of those areas of operations. one of the myths of macarthur is it he is this lone wolf, sitting there brooding coming up with great strategy and operating by himself. no. no. i don't think that's true. he really put together a great team of subordinates and that is to his great credit, that he recognized talent, people like george kenney, with his air force, people like thomas kinkade with the navy, man named dan barbie who ran his amphibious operations, called uncle dan the am

there's a lot a lot more to the army navy that might sometimes be said in just a couple of lines the other thing that ties into that that is important in another theme of my book is that mcarthur always claimed that he was shortchanged in terms of supply. operating on a shoestring was his characterization of it. again, thanks in part to admiral king and his to ocean global war effort there is a tremendous amount of men and material flowing to the southwest pacific. at one point, there so many ships waiting to be unloaded that george marshall, army chief of staff and actually macarthur's commander sends a communication to mcarthur and say look, would you please hurry up and get these ships unloaded because you are clogging the entire pipeline of supplies. . . let me spend a few minutes with the thing that i think is intriguing. i think we have to remember that at the basis of everything, macarthur definitely was a 19th century man. he goes to west point, graduates first in his class in 1901 and actually learns horsemanship which was very important at that point, but not much to do wit

the navy has been working very closely with the e.p.a. and public authorities to take wells off line to address contamination and provide public drinking water. one of the things that they have not done is levels of screening to determine whether there has been any impact associated with the presence of what we call a pfoa's, something the e.p.a. has determined levels at which it may create a potential risk. make no mistake about it, the federal government is responsible for this. that will not be an issue which will be contested. so the question is whether there's precedent for the ability to work on something like this allowing the navy and the question is, yes, this has happened. private entities in new york and west virginia have worked through state authorities to enable or be testing of thousands of local residents in situations like this to determine whether or not there could have been any local impact due to that. we are not asking the defense department to put any kind of man-hours into this. we are asking for them to work with
