admiral locklear: the in asia-pacific region -- the indo asia-pacific region is the most militarized part of the world. most countries there have the resources and the will and the desire to grow their militaries. those that have the military capability to operate a submarine force are pursuing that because they understand the asymmetric advantages that it brings. they understand the ability for access and denial capabilities that submarines bring. and they understand the deterrent value that they bring. my numbers are roughly our there are about 300 submarines that are not u.s. submarines. 200 of them are in the indo-asia-pacific, some of them are owned by our partners and allies, but many of them are not. the increasing number of submarines that have increasing quieting technology, it certainly does change the dynamic of how we have to operate within the area and the type of tactics and procedures and operational concepts we have to develop to ensure that we remain dominant. i look at it like a fact of life , it is going to happen and we have to deal with it. >> and our dealing wit

for the first time the southern pacific had serious transit competition. the key system pier rebuilt probably reached its peak in 1924 when 800 trains a day brought passengers to the ferry boat. with a third key system local train on a third set of tracks all on the same route. southern pacific stood out to the competition admirably. by 1911, sp introduced the brand new and apply named big red cars. however southern pacific was a giant comglomorate. it flourished then disappeared. the tracks had long since disappeared and the ruins of concrete almost disappeared. it didn't last for the simplest of reasons it didn't make money. marin didn't really have the people in those day to maintain such a massive system. marin's population didn't take off until 1950. >> a couple of things happen, one it didn't have much ridership. the ferry boats took a long time. the golden gate bridge was a very successful competitor. at the time it was a drain on them. it was probably built too early. the frustrating thing about the marin county operation these electric trains was w

but it's not the case in the southern pacific and the southeast pacific. is that fair? >> yes, sir. it's a large region. as we talked about at the beginning of the whole rebalance discussion was trying to move ourselves from what had been a post cold war to kind of a location in northeast asia. and to bring that to be more relevant to the security challenges throughout the region. so a number of initiatives. one is that we -- with our filipino allies have reinvigorated that alliance and helped them improve their minimum defense but also to improve access to the region to ensure better security. we've opened partnerships with nations in southeast asia that we probably wouldn't have considered possible in the last couple of decades. vietnam, malaysia, indonesia, countries that have become increasingly important to the security of the region and to the global security environment. >> as the chinese are creating these artificial islands in the pacific, there are a lot of, you know, real geographic islands that our allies control. are we thinking about in conjunction with our allies posit

in order to enhance the peace and security of the asia pacific region and i will state clearly we will support the u.s. efforts first, last and throughout. japan has deepened its strategic relations with india. we are enhancing our cooperation with the countries of the republic of korea. adding those partners to the central pillar, that is the u.s.-japan alliance. our alliance -- now, japan will provide up to $2.8 billion to help improve u.s. bases in guam which will gain strategic significance even more in the future. the state of asian waters, let me underscore here my three principles. first, states shall make their claim based on international law. second they shall not use force or coercion to drive their claim. and third to settle disputes any disputes, they shall do so by peaceful means. we must make the vast seas searching from the pacific -- starting from the pacific to the indian oceans, seas of peace and freedom. we all follow the rule of law. for this very reason, we must for theify the u.s.-japan -- we must for theify the u.s.-japan -- fortify the u.s.-japan alliance. that

that triggered the tsunami that moved across the pacific. nts, the california current, the north equitorial current. that forms one larger current known as a guier. this is a combination of weather patterns and winter patterns as well. this is also known as the great pacific garbage patch. you may have heard of that. that large 20 million square kilometer area of plastic bottles, sludge, all kinds of debris that have just continued to circulate across the north pacific. there are some models off of the tsunami debris coming off the coast of japan moving them over over the following year since the tsunami. it's just amazing what they found. 5 million tons of debris washed into the pacific on that march 11th, 2011, event. they estimated about 70% of that actually will sink to the ocean floor overtime but of course we are now starting to see and continue to see debris that have reached all the way on the west coast of the united states. i'm going to leave you with this particular image because what we're actually noticing here is even floating h

this is also the location of the great pacific garbage patch. million square kilometers of garbage that's kind of centralized itself over the north and central pacific ocean. this is amazing, this huge conglomerate of debris and things like plastic bottles, even chemical waste found in this large garbage patch over the central pacific. and now, with this cyclonic flow over the central pacific that we have found some of the degrees flying east ward from the tsunami. in fact, the national atmospheric and oceanic administration made these models. this is basically the debris fields moving gradually eastward. it's just that we continue to see the debris piling up on the west coast of the united states or the west coast of all of north america. what the biologists found was the debris left over from the tsunami was about 5 million tons, about 70% of that or 3.5 million tons expected to sink over time. but what we've seen is this continuous washup of things, like abandoned see vessels, houses, even i've heard reports of a harley davidson washing ashor

the only thing that's not really from the pacific is the coral. it had to be man-made. >> coral is actually a living animal. it looks like rock. and it's related to jellyfish, and it actually forms a limestone cavity around itself so it's basically like the outer edge of the coral is living and building on the limestone skeletons of its ancestors. and the coral in this exhibit, however, is re-created. real coral has to have intense sunlight, so it's also very fragile. >> you can actually step into the reef at the underwater viewing level. and there's a lot to view. there's more than 700 fascinating marine animals. one of the crowd favorites is calypso, the giant sea turtle. when she was found, she had a badly hurt fin. after some delicate surgery, it was decided that calypso wouldn't be able to survive in the ocean, so blacktip reef became her new home. the exhibit also has plenty of sharks, particularly the kind it's named for -- the blacktip reef shark, what's called an apex predator. so, what is an apex predator? >> an apex predator is a top pr

there's a storm system, cold front trailing all the way across the pacific. ing about this it's a very slow mover. all the way through monday and for tuesday as well. there's the cold front ahead of it. can you see some clouds starting to form, and showers will move into the region. this is about 7:00, 8:00 tomorrow, the first band of rain through tomorrow, and we'll see it move through at least the morning hours, a bit of a dry period, a bit of sunshine mixed in, but then tomorrow into monday morning, another round of heavy rain pushes in, i think this will be the round of rain that could produce some thunderstorms, as we head towards monday night into tuesday morning. some of that activity can be pretty heavy. sunday again that would be the first round of rain we are expecting. look how these amounts creep up. more than an inch in the north bay, close to an inch in san francisco, even down through the peninsula, south bay over 0.7 of an inch, close to an inch in the trivalley. tomorrow light shower activity, nothing hef with, but that heavy rain will move th
