>> we will be able to price the parking, the cost of parking on a daily basis, time of day, day of the week. in case of special events down by the ball park, we will be able to properly price on street parking as related to what is happening in the city. the current plan is not to make adjustments on a daily basis. it will be more of a monthly basis. that is the plan entrance of adjusting prices so do not confuse people. the idea is to properly priced the parking so that we create enough availability on the streets of the automobile users will be able to park quickly. we are not extending or changing any of our current powers of enforcement in terms of the parking meters. we're not want to be implementing sunday parking meters. we're going to keep the current practices and policies. with the data that we collect from the meters and the censors in the 2011 timeframe, that is when will will start putting in for mission to the -- putting the information to the mta board to make policy decisions. the meters generate $26 million in terms of revenue each year. citations represent about $20 m

i'm the president of friends of mclaren park. it is one of the oldest neighborhood community park groups in san francisco. i give a lot of tours through the park. during those tours, a lot of the folks in the group will think of the park as very scary. it has a lot of hills, there's a lot of dense groves. once you get towards the center of the park you really lose your orientation. you are very much in a remote area. there are a lot of trees that shield your view from the urban setting. you would simply see different groves that gives you a sense of freedom, of being outdoors, not being burdened by the worries of city life. john mclaren had said that golden gate park was too far away. he proposed that we have a park in the south end of the city. the campaign slogan was, people need this open space. one of the things that had to open is there were a lot of people who did a homestead here, about 25 different families. their property had to be bought up. so it took from 1928 to 1957 to buy up all the parcels of land that ended up in

there was a book about the trees at golden gate park. the panhandle and the eastern end of the park is full of trees that somebody in the department years ago had a real interest in and we have not been doing that for a long time. nobody has written a book about the trees we have been planting in the parks the last few years, so i think it would be good if we could get some attention on the department at some point. the third thing i wanted to highlight, again, the replanting at the golf courses. that was something i was not aware of because i am not a golfer, but that seems like something is broken their. at sharp park, there is almost nothing. except very mature and dying trees, so we need to have some kind of plan for the parks and squares and especially the golf courses. president lazarus: thank you. i share the view this is an important subject. i regret in a way that it came at the end of the meeting, but it was worth just listening to all. after all, what are the park's, if not at the beginning, places of nature that you can enjoy

the types of habitat the park houses. india basin open space is on the southern portion of india basin shoreline park. parts of both areas are constructed on port property, but were improved and have been operated and maintained jointly by rec park. rec park staff run a huge storage chip program and also in natural areas -- a youth stewardship program and also a natural areas program. both could complement the programs at heron's head park. similarly, india basin and heron's head offer similar wetlands habitat and passive recreation opportunities and would complement each other well in terms of the capacity that rec-park has for soliciting public participation and the unique habitat is that both of these sites offer. for example, the it red anc and aprpark program called "the greenagers" is made to increase teenagers' commitment to working in a natural environment and give those youth peea peer group among those who share interests. we think a group like that would be great to tap for thei

i am the representative from the national park service. to get to your point about the allocation, the majority of structures on the presidio are under the jurisdiction of the presidio trust, about 5.5 million square feet of space. that is the major structural fire protection responsibility. san francisco fire has traditionally provided responses to national park service plans in the rest of san francisco. we welcome being a part of the san francisco fire department family. we look forward to working with the staff. i have met many of them to discuss the details. i am confident in being able to work collaboratively with them, moving forward. we appreciate and embrace the opportunity. chairperson avalos: if follow up question. you said the fire department has jurisdiction over other aspects of the golden gate national recreation area? >> historically, the san francisco fire area has provided response for areas like ocean beach. they help us out down there. that would continue. the presidio is the one station that is being looked at right now

next question. >> going off the bicycle parking to all the mobile parking, i am with the san franciscobicycle coalition. we were talking last night in oakland about various cities and the congestion issues and congestion pricing versus perhaps parking pricing. i was wondering if he could tell us the politics of pricing automobile parking versus congestion parking. in at san francisco, one of the biggest challenges is car is going past you at 40 m.p.h. and getting cars to go slower and not be in the city as we were looking at on market street. a lot of it is about reducing cars. i know in copenhagen, we look at what has been done with diminishing car parking, but maybe speak to car parking as part of this. >> in copenhagen, the cars cost double price because of taxes. not so many people have a car. copenhagen is like new york, i guess, people do not need cars as much. many people want to commute into the center from the suburbs. that is what we want to prevent. that is why we have such high costs, high taxes on parking your car. the closer that you get to the center, the more expensive.

we look at the city of oakland's waterfront trail. hudson river park in new york, and the blue waste plant in the city of vancouver, canada, and the one that most resembles our waterfront is the port of oakland's waterfront plan, which is a good example of some of the work that we can apply to the southern waterfront. as a part of best practices, we looked at sign it, how we can improve sign it to provide continuity on the system, site furnishings -- how we design and establish criteria for furnishings that are durable, made tenable, comfortable, and usable. and again, the idea of connections. how do we connect open spaces together down to the waterfront? a good example of this is in vancouver where they have lives that come down to the waterfront so that it is not a linear system that if you drop from at&t park to herons head park, you just have to jog back, but you might be able to look into the neighborhood and provide down to the water and back up into the neighborhood, so it is something we're looking at as part of the connector street along the b

the cost by park merced. we can also create a very strong civic statement for the city from silicon valley and south. in the interim, low emissions shuttles provide access to bart, to daly city, and noncommute hours will provide access to adjacent shopping. we work with the m.t.a. and create a bicycle network that will create what is currently a fragmented public system. connected together with the neighborhood commons which will also have bicycles available for the residents and for the public. in addition, we'll have car-share pods. there is also limited access into park merced and limited access in the adjacent neighborhoods. we intend to open this up, especially along the boulevard, which will eliminate the con jex -- the congestion that you will find at park merced currently. pedestrian safety is being specifically addressed with these cross-walks, which will be a model for the rest of 19th avenue for this part of the city. one of the biggest environmental challenges we have had in the last 20 years is th
