i have been working with the city attorney, the port attorney. we have an interagency agreement between the five agencies i mentioned and a lot of the language in there is about mutual indemnification, holding people harmless. there will be a waiver. really, the city and port will not be a party to the contract with the vendor, and we will not own the bicycles. there will be owned by the vendor or the air district. this is for the duration of the pilot. once the pilot period end, our hope is we put transition seamlessly into a more permanent system, which would be expanded. at that point, we would have to transition into intricate -- different arrangement. we do not know what that would look like, but we have all sort of sign on the line that we would figure it out as it goes. in other cities, it is done differently. in washington, d.c., it is done on a franchise basis. in minneapolis, it is operated by a private nonprofit. >> i think i have seen them in d.c., i thought that they had credit card machines. >> if you are a day member, or a month rem

we want to continue to engage with many stakeholders, particularly the port which is here, and we are committed to solving any problems they see. i would like to say just a few brief words about process for this legislation, past and future. i heard the commission remarks and public remarks and i wanted to respond to that and give an idea of where we are. this legislation was introduced on may 3, after a drafting process. they made comments at the full board and it received some attention in the media. we have had dozens of conversations and numerous meetings with the stakeholders. that does not mean that everyone we met with is totally content with a legislation. we recognize that. those conversations are ongoing. we will do more outreach to neighborhood groups, policy groups, and other stakeholders. we're also open to joint dialogue for notification for the board legislation that is either coming from the board or planning. that was interesting. we see this particular hearing as informational, an important part of the public process. we appreciate how much detail the staff report go

how this affects affordable housing in the long run, how this affects the port properties that have very, very particular overriding restrictions and compliance is they have to deal with was a question for me. i did not see how the city or the planning commission or the board of supervisors could start affecting things that i had always thought were covered under the burden act -- the burton act, including some of their properties. the grandfather ring is a problem, to some extent. you cannot have this commission gives entitlements, and then six months later say, oh, no, we're taking them back. that is just the wrong way to do business, it in my mind. the planning, financing, everything else goes ahead on the basis of, "i have a deal." then you suddenly said, "no, you only have part of a deal." that is the wrong way to do business. as someone who has been in business this, i would have never stayed in business if i did that to my clientele. i look at it the same exact way here. i think the intentions of this legislation are excellent -- are admirable. i, too, would like the department to
