the postal service is dealing with difficult things. for instance, for every penny of increase in the cost of fuel they have to deal with that, billions of dollars of cost to the post office. since president obama took office, the same time i was elected the price of fuel has doubled. that is a real impact on the day to day and lives and solvency of the united states postal service. i do want to complement the work that has been done with some of the unions and some of the others in actually drawing back the number of employees that are engaged. i only wish the rest of the federal government would have to go through such scrutiny. what you would find as bad as dire as the situation is most other departments and agencies don't have to go through these gyrations. they don't have to go on and solar services or justify price, they don't have to live within their means. this is the only agency i can look at that has made significant personnel changes to drive down the number of people involved in this agency. on that side to applaud. on the o

not just the postal service. our entire industry. the last 10 years, and i will do this, if you think there was a lot of change in the last 10 years, wait until we see what happens in the next 10 to 20 years. it's going to be more dramatic. we would be hard-pressed to say what our industry is going to look like in the year 2030 or 2040. think about that. that a young person that we are today, like i was tired 20 years old in 1975, will probably be working well past the year 2050, and probably in today's environment, past year 2060. our current retirement model was designed to give an employee the designed intention -- pension after 22 it was a model that made a lot of sense in the 1940s and 1950s, but it's not going to be appropriate for the 2040s and the 2050s. our world is becoming far too dynamic to make promises about pensions 40 and 50 years down the road. the benefit of the defined contribution system is that it gives employees options to consider. job chanre possible, why old le thebenefits that they may not be able to use for

the postal service is currently operating with a broken business model. since the economic recession of 2008, we have been experiencing a significant imbalance between revenues and costs. this imbalance will only get worse in the coming decade unless laws that govern the postal service are changed. in the past two years, the postal service has recorded $21 billion in losses including a default of $11.1 billion in payments to the treasury. the postal service has exhausted its borrowing authority and continues to contend with dangerously low liquidity. we are losing $25 million a day, and we are on an unsustainable path. primarily due to the rise in online bill payment, the use of first class mail has dropped 28% seance the year 2007 which roughly equates to $8 billion in annual revenue that we would have otherwise had today. that's -- that steep decline in our most profitable category is not the cause of our financial problems. our financial problems are due to the fact that we have restrictive law that is prevent us from fully responding to these changes i
