officers have since learned that the toyota was reported stolen last night from redwood city. the victim in the hit and run is a 55-year-old woman from hayward. she suffered minor injuries in the collsion, and was taken to local hospital out of precaution. a business in an oakland high rise is damaged following a fire this afternoon. fire officials say the fire at webster and 13th streets started just before 12-30. they say it was controlled within a half an hour. most of the damage was contanied to a business on the first floor. but an apartment unit received smoke damage. officials say they think it was started by a cigarette. no one was injured. a woman found dead this morning after a san francisco high rise fire. was apparently a hoarder. the flames broke out at the parkmarced apartment complex around 5-am. a fire alarm went off in the entire building, however the blaze was only limited to one lower unit. it took firefighters a little while to actually find the fire. we talked to someone in the building who knew the victim. authorities have not yet released the identity of

"today in the bay's" stephanie chuang is live in redwood city. g of levi stadium is a concern as well. >> reporter: good morning, scott. that's because of the caltrain station that's behind me. the concern, smaller one s that people headed to levi stadium will take up parking around here, not on sunday, wh for football, because sunday is free parking here, but the other events here at levi stadium. here we go, the construction is really the concern here along middlefield and winslow. the construction is taking up roughly 250 spots in redwood city. so starting 10:00 this morning, when parking meter begin, rates will double from 50 cents to a dollar an hour. parking in the outer areas of downtown will remain at 25 cents an hour. that goes until 6:00 at night. doesn't sound like much, city leaders are hoping this will encourage people who park here long-term such as downtown employees to park in the periphery and leave the central downtown spaces open attracting more visitors and customers. the city projects the hiked up meter rates and changes to ga
