the shooting happened in redwood city outside a wells fargo bank. christin ayers is there tonight. >> reporter: authorities expected to be out here investigating going over every last detail of the shooting tonight for some time. they say this all started with a gunman outside a bank that gave them no choice but to shoot. passers by who heard the loud bang in downtown redwood city this afternoon told us at first they thought it was a fire cracker. >> nothing like this ever happens in redwood city. >> reporter: but this was the scene of a shooting. a woman called police this afternoon when she saw a man pacing in front of the wells fargo at main and broadway holding a gun. police sequestered bank customers inside and sent a negotiating team to talk the man down outside, but talks quickly broke down. >> individual raised his -- the individual raised his weapon and fired in the direction of the officer. >> reporter: one witness couldn't make out what the man was holding or who shot first, but saw the man go down. >> immediately after the shots started,
