the truckee river is surging to its highest peak since 2012. were joined live in downtown reno and jamie, how is the river looking tonight? flowing pretty well in many of us have seen the last few years the truckee river has barely trickled and take a look at it now . it's flowing pretty well. the national weather service reports the truckee river in reno peaked nearly 8 feet this morning and flood stage is 11 feet which is not anticipated today. because of the high water rate the reno police department has been out all day along the river talking to homeless who live among -- along the banks. they've may contact with about 20 people that have cam set up along the banks. some of those camps are now underwater and officers are telling the homeless are options which include going over to the overflow shelter plus giving them a heads up that we can expect an increase this weekend and river flow. >> we want people to be informed. there are those who camp along the river. we don't want to see them >> reporter: lake tahoe gained nearly 8,000,000,000 gallons of water from the storm we

the proposed plan requires the cooperation of the city of reno and washoe county. the project has an estimated 2.2 - million dollar price tag. the plan is to put in new softball , baseball, soccer, and football fields into the 80 acres across from the existing park. washoe county has about 1.2 million dollars to contribute from the sale of water rights, from sierra sage golf course. reno would have to come up with the remainder. the city of reno has 19 snow plows here at their corporation yard. they all follow a specific route trying to get the streets clear... but there are so many streets in reno... they can't clear all of them. two thousand two hundred forty four. that's how many lanes miles of road the city of reno has to worry about... when it snows. "every storm we take serious, no matter what the size of it is." but running a plow over every single road... next to impossible. reno would need about 50 snow plows to do that... nearly triple what they currently have. "we do not have a bare pavement policy, we do not have the resources to be able to do that, so we concentrate on the arterials and collectors and the problematic residential roadways. the steeper hills, the curves, things of that nature." the city is split into 19 different sections. a single plow tackles each one. focusing first on the big roads... and working their way down to "all of the schools, the hospitals, reno pd, the fire stations, they all have priority." within the 19 sections... different streets

the reno police department is helping southwest reno get a neighborhood watch program going again... jenny brekhus organized at meeting for residents at the mckinley arts and culture center... after hearing from concerned neighbors. there were several car and home break-ins in the area over the holidays, and now the reno police department is helping to re-establish a neighborhood watch program there. the idea is for residents to be more vigilant and involved in their neighborhoods... and that king of awareness... can help prevent crime. >>reporter: it reyes eyebrows at the reno firefighters association. vice-president tom dunn says it could be a fraudulent phone >> we were notified right around the first week of december of a phone solicitation going on with a group that are change to be the associated firefighters burn fund. >>reporter: the calls are still making the rounds. news 4 directer got the call on tuesday and was given a toll free number. i traced it back to the association for firefighters and paramedics. it's based in santa ana, california. the afp web site says its mission is to help survivors of catastrophic fires. in 2009 watch dog group charity navigator ranked afp as one of top inefficient charities in the country. its 2013 record shows afp operates solely on donations of $1.5 million. yet it spent 96% on fundraising and administrative costs, only 3% was spent on the program itself to help fire survivors. dunn says the calls in our area aren't affiliated with any professional fire agencies in the state. >> none of our solicitations are done over the phone. >>reporter:
