scooter rentals returned to the streets of san francisco today, nearly 4 months after city leaders had them pulled for safety reasons. >> as ktvu's christien kafton reports, a new pilot program has emerged with new rules for scooter riders. >> reporter: after a four month hiatus, electric scooters are making a comeback on san francisco's streets and riders are happy. >> i'm definitely going to switch over or download the app or do whatever i need to to hop on one. i will be trying one soon enough. probably lunchtime today, hopefully. >> reporter: in may, lime, bird, and spin, flooded the streets with scooters, leading to an outcry of scooters speeding down sidewalks. the city put a temporary ban in place, developed new rules for a pilot program. and in the end, skip and scoot were the only two companies to meet strict guidelines for pay- as-you-go scooters. >> we had pay operators who showed up in town without any notice or permission from the city. we saw a lot of bad behavior on the streets. scoot and skip has committed to, through the permit process, moderating users, making sure people aren't riding on sidewalks. >> reporter: currently, both scooter companies can roll ou
