we're talking about the business of sports, and in the context of the olympics, you're talking about ,500 athletes, competing in 200 sports from 300 countries , billions of dollars, and this is the business of sport. >> and yet professor, at the same time, the cold war is over, many athletes, and a shocking number really, compete for countries that they weren't born in and it didn't grow up in, and they fly almost liberian flags on their backs like a freighter, and at the same time, nations are willing to take that risk of disgrace and banning, and there's an inquest into kenyan long district runners, who were thought to be a world model for how to do it right. it seems that countries are still going to act like countries and still have rivalries and the bragging rights. >> you know, the last vestige of the nation states in this global world is the olympics, and world cup soccer, and some of it is trying to be good sport. and other aspects, they have made it, such temptation, are driving this thing in ways that even go beyond the question of nation and national pride. >> so the russia

the sports ministry seems to be operating a program of three different arguments. it's saying it needs more time to go through this report. the report was in english. it needs to go through it in a proper translated russian version which it says it's now received and is doing so. as you heard in paul's report thera have as well, the sports minister has protected innocence saying that these claims against the sports world in russia should be refuted. he has admitted that russia does have some issues with doping, but that they're not as widespread and systematic as this p report points out. he has also been pointing out what he believes to be specific weaknesses of the report. he says that for all of the major athletic have thes strobilates in event years, there were major - events in recent years, there were anti doping specialists from the ioc from w.a.d.a. itself and from the iaaf, who were coming and monitoring the anti doping proceeds in moscow and they didn't find anything wrong. now, that's not necessarily the get out of jail free card that the sports ministry

public opinions moved to the view that all sport is corrupt and affects the credibility of sport. accesses that affect the outcome of competitions are serious. if you can't believe those results, then it's a serious credibility problem for that part. and by implication by others as well. >> the former head of world athletics. they are the subject of a criminal investigation, and in the wake of these recommendations the president asked council to suspend. and i asked the sports reporter what will happen next. >> it's going to be a complicated process. i suspect that it is currently in front of the independent mission that was assigned to deal with the situation. the i.a.a.f. must consider the evidence. and obviously it must take action against those that are allegedly preaching anti-doping regulation and others that can be found within the regulatory framework, and the international olympic committee. >> the 1970s saw east general assembly leading a doping programme. they won 40 gold medals at the 1976 olympics. ben johnson won the 100 meter at the 1988 sole olympics. two days later

al jazeera, moscow. >> let's speak now to barry, the professor are sports politics. he has done research for wada in the past. we heard the international olympic committee asking the iaaf to start disciplinary action against athletes accused of doping in this report. do you think that's actually going to happen? >> i think so. i don't think the iaaf has any choice. it's got to be seen to be on the front foot on this issue, and taking this as the first step to cleaning up its own organization, so with the strength of the evidence in the report, i think for the iaaf not to take an energetic line in investigating the allegations, i think would damage the organization even more than it's been damaged already. >> what about the reaction from the russians? we heard from the russian athletics federation. they say there are very few fresh fact and the problem of doping had been tack would. is that a reaction you would have expected and do they have a point? >> well, in the famous frame, they would say that have been wouldn't they? what other action have they got except denial
