and now with the cruise terminal project where we have taken out the old pier 27 and replaced it with a brand-new cruise terminal facility with the remaining pier 29 facility, that is more like the rest of our finger piers where we have piles and structural supports that really make it more difficult to do active recreation planning areas in there because they're broken up by the structure of the pier sheds. so, there has been an evolution in term of an intent 15 years ago to go for active recreation use at this particular location. and because of the events that i just described, it's now evolved into a cruise terminal. the open space is still there. i think the question about where can active recreation use is still an open question and we're going to be, you know, open to having some further conversationses about that. but i do think that the type of facilities that that use requires ~, large freestand spaces that don't have structural supports [speaker not understood] is one of the challenges that we would have to contemplate in looking at retrofitting and other pier for that use.

the transbay terminal is, is absolutely critical to the future of transportation. not just for san francisco, but for our region and for our city and it's very exciting as terminal moves forward, particularly in the context of our high-speed rail system that we will have in the future. i'll be supporting this today, and i'm a strong supporter of this project. but i do just want to note that we -- transbay terminal does not exist in isolation. so, the reason that we are making the investments that we have been making and will continue to make in the building the transbay terminal is so that we can have an extension of caltrain high-speed rail to the transbay terminal. that's why this terminal is going to exist. we're not building it for the sake of building it. and it is essential that we make sure that the extension happens. this mello-roos does -- will provide funding for downtown extension also known as phase 2 of the project. but i will say that it is going to provide less than we had anticipated. and due to increased costs of the transbay terminal which have bee
