one of the things we look forward to doing at the county transportation authority is to go through the same analysis, through the same performance audit for the county transportation authority so that we make sure that this is happening across the board. i am sure that if it happened with other agencies, there would be other issues identified as well. with that, good morning to you. >> good morning, mr. chairman and commissioners. happy new year to all of you. just a couple of commons -- first of all, i am delighted to have mr. reiskin here talking about his perspective on the audit. i am delighted to be collaborating with him on a number of things. i predict that we will be a resourced to him in addressing a lot of these issues -- that we will be a resourced -- that we will be a resource to him in addressing a lot of these issues. we hope to be. i think this discussion is a sign of maturation of the mta that happened over the last decade. it is sort of inevitable that we would be at a point like this at some moment, and i am glad that moment has come. i think it is very constructive.

plans that come out of the planning department or the transportation authority, even the redevelopment agency. at the planning level and the vision level, we are doing great, but when it gets to the mta, particularly public works, things break down and they become incomplete projects. every project, we should be looking at it to say how does it become a complete street? what happens is the assumption that we will rebuild every street big that they the way that it is. if the community or supervisors intervene, if there is some kind of force, public works grab in the had blocked saying that it will lobby the only complete street, we need to fix that. we are wasting a lot of money, if our goal is to rebuild these as complete streets. if our goal is to build in complete streets and come back later, you are wasting a lot of money. you are also risking people's lives. these streets are dangerous. in you are wasting the communities time. no one knows where the way in is. what we also need to do is work with agencies on neighborhood planning. they need to be accountable to communities in ways

from the director of transportation on the steps they are already taking to address some of the concerns that have been raised in the audit. i would simply ask that we at the transportation authority continue to work closely with the mta to make sure that some of the points that were identified in the audit are monitored so that we stay on budget as much as we possibly can. colleagues, and the questions? commissioner chu. commissioner chu: just a question with regard to the integrated system -- how does the system allowed us to track railcars? >> that is part of a separate project, which is the radio replacement project. that is the one that has the vehicle tracking system. that is also part of the program, but it is a separate project. commissioner chu: the system will be able to integrate the data within it? supervisor avalos and i have talked a lot about the turn back of vehicles and whether or not there is an adherence to the five-minute policy with vehicles coming behind it. i just wonder if there was an issue being able to track those performance measures. one of the other things i have heard recently from some residents and have actually experienced myself -- sometimes, we

the transportation authority's project oversight team is closely monitoring this project. here you see the funding plan. the total cost of the project is $46.6 million, of which 68% are from sources other than prop k. there's a couple of conditions. that concludes my presentation. the project manager from the mta on this project is also here to answer any of your questions. commissioner campos: thank you very much for your presentation. i think that having this item follow the audit discussion was very appropriate because i think it was important for us as a funding agency to hear directly from the mta on the steps that have been taken and they will be taking to address some of the concerns that were identified in the audit. this kind of a project, which i completely agree is essential, and i think we need to fund it, and, frankly, this project should have been started years ago -- is important. but it is also the kind of project that if you do not manage it well, the cost can go up exponentially. i think it is a good thing that we heard directly from the director of transp

the municipal transportation authority board of directors recently approved an $8 million payment fromthe trust fund. they abolished this when they passed proposition be in 2010. although the board of directors approved this. mayor lee: it would give the san francisco mta the opportunity to modernize their work rules. while we will not have to make a similar payment in the future, this one was, as they say, already on the books. also from a fairness perspective, the rank-and-file bus drivers had every reason to expectation that the last payment would be made for the fiscal year proceeding the passage of prop g. and i am also glad you asked about the implementation of prop g broadly, because this will lead to better muni systems. we are making solid progress at the mta in implementing the current contract that was negotiated under prop g, hiring port -- part-time operators and accident review, i think we will see benefits of prop g this year and going forward. the purpose was for the mta to negotiate a contract that would support service while being fair to the operators. driving a bus

transportation authority board. they asked the staff to consider alternatives for the use of automobile level of services under ceqa findings that the use of automobile l.o.s. might be in contradiction to our priorities. they recommended a eliminating its. the city put together a committee comprised of the agencies i have described. there was a study to determine the projected development of the transportation network as a whole. staff also worked with the state resources agency to modify ceqa guidelines to move away from automobile l.o.s. in 2010, which underwent an extensive process of considering a variety of different capital improvements and what their impact would be on the transportation network as a whole. this is assuming there is a certain amount of development over the next 20 years, based on that development activity, and modeling the performance of the network had once we have included the capital improvements in the system. also working through the next study process, there is a fee and expenditure package under thes

collaborative effort amongst ourselves, the mta, the department of public health, and the transportation authority. we're here today to answer any questions you might have. the project emerged from a grant from the department of public health and we were successful in obtaining it from the california office of traffic safety. it was a one-year project to work at a plan for improving pedestrian safety conditions and prioritizing where we make those improvements in this city. the timing of the grant was very fortuitous. you might be familiar with the directive on safety that happened on december of 2010, two months after starting on the grant. it called for a number of short term actions to improve pedestrian safety, calling for a task force which involves staff from all of the departments as just mentioned as well as community organizations. and implementing the near-term actions, a number of things were equivalent to what we were planning to do and what we were required to do. we coordinated with and that body, we were able to work together to move forward the pedestrian safety cause and to move t
