island to develop a portion of the affordable housing on the island. and included in member agencies of one treasured are community housing partnership, catholic charities, source 360, and other entities such as rubicon and toolworks. in the 2011 program entitlement and transaction documents, one of the exhibited to the dda was the housing plan, which set out the framework for the development of the affordable housing on the island. under the housing plan ticd, treasure island community development is to develop 5% of the unit they develop are required to be inclusionary affordable units, and the balance of the 27% affordable that we are targeting are going to be constructed by tida on -- in partnership, of course with the mayor's office of housing and community development on 20 parcels that were identified throughout the development area. also in the housing plan, it sets forth that tida will partner with one treasure island to develop a minimum of 435 of those units, and this first parcel that we're moving forward with, c-3.2 is on avenue c on the west side of the island, and we proposed for some

the s.f. to treasure island water island service. the user group for it is one pass per household for market rate residents. that is mandatory. and for all the workers this will be an opt-in option so they can choose to either buy this pass or not. it is not mandatory. >> when you say mandatory, with is it part of the rent fee or h.o.a. fee? >> yes. >> but what if they were a renter? >> it would probably be part of the rent free is included. >> how much is this group going to be. >> that is a large group of folks. >> for past cause, the interim value we are estimating and proposing between $95 to $115 which will be determined by a.c. transit fair which is not determined yet and for full buildout, it is not decided yet because there is fares to be made in 2025 and we'll come back again for a proposed fare price. the fare was estimated based on customer value. we looked at other retail products and what modes are included in other retail products. one of the retail products is muni a-pass with bart and muni on it priced at $94, so ours

on-site stormwater capture and treatment requirements for new projects, whereas under the master vote minute at treasure island, we have a separate stormwater collection systems, and we do separate treatment of the form water. so that's a cost of treasure island that's being borne by the master development and not being put on the affordable housing sites. but it's an example of the types of green building requirements that other sites have indicated contribute to -- to higher costs. some of the other areas of exploration on the capitals, the construction side, include possibility of pooling transition reserves, sharing operating subsidies, and then we are looking at treasure island specific cost opportunities, clarifying the instances in which ground vapor barriers may be required. the results of the geotechnical program to be clear for the heights of most of our affordable buildings. the intention is that the geotechnical program will make it so that those buildings can be supported by mat foundations and not requiring piles, and just working with the design teams for mercy and catholic charities to make sur

we have the treasure island mobility management agency, which is an item that was heard at the committee meeting last week. there was an 18-month project delay in that. we also have a delay in the iaydbi ramp improvement project. this is an item that came in before this board last month before the procurement process. this project has been shifted as well. we also had change in scopes in double a projects. none of the revenues here that i've mentioned are lost. these are revenues we're pushing forward to the next fiscal year and the period of time where we'll be incurring these expenditures. we'll have 130,000 for the services of the brt projects and the parkway. we're shoring up the sales tax revenue bond. we issued a bond in november 2017. we had estimated a $3 million bond but only needed $248 million. we're making this changes in this amendment. we're accelerating the loan repayment. we're accelerating our payments because we can see that interest rates are rising. they've nearly doubled since december. i'm thankful we have a debt program that's flexible and allows us to take down ou
