it is a phenomenon that drives the climate nun usually cool ocean temperatures in the tropical pacific. we can see it developing already and we are going to be influenced by a weak to moderate la nina according to noaa. what does that mean for d.c.? >> just these cooling waters of south america have a big impact on our weather and one thing they do is they kind of change the storm track a little bit and you don't have to look through it very long to realize storm track is important. so a la nina storm track basically looks like. this storm systems stay just to the west of us and that allows us to stay mostly in the warm air. doesn't mean we won't get snow. occasionally even in a la nina winter you can get a nor'easter and if that happens, that's when we have the potential for at least getting some decent snow around here, but typically in la nina we don't get a lot of cold air down this far. so we get fewer and fewer of these nor easters. >> right. since 1950 we've had 21 winters that were influenced by la nina. most of them had above normal temperatures, by low normal snowfall. i want

the latest indication by tropical storm sean is strengthening. no impact on the eastern seaboard. outer edge of moisture is interacting with the boundary approaching from the west. essentially sean 65-mile-per- hour sustained wind and yes getting stronger than earlier indications from the national hurricane center. should be a hurricane tomorrow and passing close to bermuda. minimum hurricane and week into colder waters and pushing away from the east coast. in reference to the eastern seaboard, it's frontal boundary that's going to help sweep that out. but it's the thick fog this morning. visibility is down to 100 feet or less in some spots making it hard to see street signs or traffic signals. we will bring in chance of showers this afternoon. then the colder air ushers in and we are looking at snow in the mountains tonight and tomorrow morning. the issue is going to be about the wind that will pick up this evening strong out of the west and northwest and bring in really strong wind out of the west tomorrow. that will be a dry wind and a cold wind and we will improve things over

and we also have another powerful storm over the atlantic, which is tropical storm sean. it is intensifying. moving in a northerly direction, but will change direction to the northeast and get close to bermuda by later this week. we have tropical storm warnings in effect across the country. torrential rain and strong winds will start to effect this area by thursday night. and the system is moving out to sea and moving away from main land u.s., but it looks like rough sea conditions will likely continue on the southeast coast for the next couple days. meanwhile, a very active low pressure system is dumping heavy snow across the great lakes. that will move to the northern portions of quebec and ontario in the next 24 hours. meanwhile, the associated front is producing thundershowers across the mid-atlantic and the deep south. it will movies ward. regenerate over the northeast on thursday. it is a different story for the central and western portions of the u.s. a high pressure system brings in nice weather. for western canada, a system is moving in and producing mountain snow
