care and service with the va, it does need a little bit of help. ivatizing it would definitely help veterans getting out of the service. liz: do you think privatizing might have its downsize? some people are concerned about that, when you put in the almighty dollar there are unintended consequences where that power of the word profit sometimes leaves actual patient behind. do you for see any of that issue? >> i think there is anything that you do new i think there is always going to be issues but i think for 1% of military service men served with this country to give them choice of going to va or see a private doctor and get the personal care, i remember my pointment sting 15, 20 minutes. if i wanted to talk to a doctor i had to reschedule two weeks later or three weeks later. if it comes to the choice whether i use vo or private insurance i would use private insurance all the way. yes there are costs. we owe it to our servicemembers coming back having difficulties and issues adjusting with civilization. liz: colonel west, listening to anthony calla

some vets love the va, some vets want to two to the va.a is to come up with a solution that solves the problem. it's not the easiest thing in the world because you've got all of these kingdoms out there. in the federal government it's hard to break things up and start over. and now the president-elect is also talking about why a private option is appealing to him. >> i don't want to see veterans waiting in lines for weeks. and you know in many cases they have a minor illness and it takes so long to see a doctor it turns out to be a major illness and i don't want to see that. >>. >> reporter: we don't have many details yet and it is a shift that some major veteran groups signaled they will not like. but it fits with the final promise of a 10-point plan laying out the president-elect's position. number ten, quote, ensure every veteran has the choice to seek care at the va or a private service provider of their choice. around trump administration no veteran will die waiting for service. the idea of this came after the president-elect met at m

he served on the va commission on care. so he's really studied these issues. ident-elect trump is taking his time and getting perspectives himself from different individuals who have been involved in these issues, whether it's on the health care side or benefits side or has a veteran themselves. yes, the veterans group heads hasn't met with the president-elect but the transition team has spent a lot of time meeting with them. so their perspective is getting heard. i can grn guarantee you if it's pete or dr. cosgrove or jeff miller, the organizations are going to be heard in this debate. >> one of the concerns people have about any money going from the va system to private insurance companies or hospitals, whatever you want to call it, privatization or more choices, whatever you want to call it, is that, a, a lot of people, as you know, who are in the va system are happy with the va system. >> yes. >> not everybody but a greet deal according to the polling. >> the majority are, yes. >> and also that the doctors in the va system know veterans issues much better t

is the va the only place to treat them? >> there are so many professions with specific pathologies associated with them where we don't say we have to build a parallel health system to take care of those problems. there will be doctors, some of them currently working for the va who could go into private practice and provide the same care as a higher level. kennedy: i would like to see veterans have more choice this country. as you point out, when privatization is done right, you have better care. isn't that what we want? >> that's exactly what we want. this idea that we are going around saying for our veterans we want the best care and then saying the way to get that is to not let them choose what doctor they go to, not let them choose what hospital they go to, and not let them make their own decisions as if they are children. that seems insulting to me. >> it is shutly. i think one of the main thrusts of donald trump's campaign was taking care of the veterans. we'll see if he can do that. it depend on how the department is

what are some of the other ways that the va can help with therapy? >> well, i think that there are a number of therapies out there that have some evidence that support their use in treating post-traumatic stress disorder, and the symptoms of post-traumatic stress disorder include intrusive symptoms, avoidance symptoms, and arousal symptoms, as well as some negative cognitions. and a lot of times, the powerful avoidance symptoms that veterans experience keep them from actually being able to process their traumatic experience because they don't want to think about it. and so they try to push it down, and by pushing it down, in fact, it kind of does the opposite. it actually allows those symptoms to kind of hang on to them even more so. so there are therapies that we have that directly go after those experiences through the retelling of the story of the traumatic event. and by doing that, it actually desensitizes veterans to their experience, which then allows them to live a fuller life. it's not easy, and it's not a panacea, you know? there really isn't

some would bypass the beak va healthcare system. this after disturbing revelations of the veterans dying while they were waiting for treatment placed on those now infamous waiting list. joining me now is entered in state representative. thank you for being here sir. i know that several veterans organizations have come out against the potential of privatizing portions of va healthcare. would that help reform it or is that really not a solution? >> i think there is some conclusion. right now we already have privatization it is a pilot program. it's called a fee basis. we send them out to the private sector. donald trump's plan does not privatize the va his thoughts about modernizing the va. but what it does talk about where you have to call a third-party and ask for permission to go see a dr. because you can get into the va he wants a medical card just like we do if you are on welfare or refugee. yocan have a choice where you wanto go. adam: what a potential solution because i can remember them being in constant headlines a bad care fo

the country. some of them say my va is just fine. i have no problems, i get good service, they are great people. others not so much. it seems to me that option would be valuable to some of them. >> that's the beauty of this. it's an option. it's not forcing anybody to do anything. one of the things i love about donald trump taking this approach to this. he's not coming up with this because he had some sort of ideological opposition to the government being involved with this. he has a problem with the fact that the va has done a terrible job in many cases with many veterans and he wants to shake it up and try something different. to me that's a very appealing thing. i would imagine that even though there are probably a lot of vets who are nervous about this and saying wait a minute, this sort of conservative idea, the private sector does everything better, i understand they would have reservations about that. but this is not taken ideological thing. he wants to do whatever it takes to fix a badly broken system. >> it seems to me this is like the charter cool versus public school argument is to say

what do you make of those remarks from the va secretary saying that most the hospitals are doing just fine. >> we have to acknowledge the va has been troubled and we know there have been waiting lists, pretend waiting lists, they called them the near waiting list. there's been problems and people have had delays getting care. the issue is, despite the changes taking place, we have to go farther to make sure the va is taking care of them. i'm looking forward to a path to go forward. >> you are a navy psychologist and the only practicing psychologist in congress. the fact is, you know clearly what's at stake and you've dealt with ptsd issues and very serious concerns that our vets have to deal with. this particular legislation, talk to me for a moment about how it could address these concerns. >> there is a bill that passed in the house and senate and is headed to the president's desk is going to restructure how we deal with mental illness in america. there's 108 programs spread across eight departments, including the va and department of defense, to help mental health issues but there'

sarah palin reportedly interested in the va secretary position. ther candidates include former scott brown, iraq and afghanistan, war veteran pete. what would you like to see? >> well, look, the pick for secretary of the va is going to be a really big choice. we've seen president-elect trump on the campaign trail where he has said that he wants va reform because he wants to fix some of the problems and make it that much better for veterans, and so this is no small task, reforming the va. this is post ph.d management and this is a government department, so this isn't a position where we can just say, oh, you know, come in and be a spokesperson for the va. no, we need a leader who understands the ends and outs of the va, how it works, reforms that need to happen in order to fix some of the issues that we have seen at the va and so i would like to see someone who has worked on va reform in the past and does know what it requires, some of the abstackals that exist that need to go away. we don't have a lot of time. we need someone who already knows what

he is considering allowing some veterans to bypass the va system the private sector instead. betsy mccoy joins me now. that's not a new idea. don't some veterans already had that option. >> the way he is approaching it as a new and very smart idea. in 2014 a law was passed by congress to claim to allow veterans to have the choice of seeking their care at the ba going outside if they have waited a long time. but that law requires them to jump through so many hoops to get so many prior approvals that became useless. more of them are on the waitlist now. donald trump has come up with a very smart way of using the medicare system to guarantee that they have a real choice of where to go. let's say you are a veteran and are suffering a heart attack or would you have the choice if it becomes the actual rules to go to a dr. of your choosing. >> any dr. who accepts medicare and most do. here is why your sixth session is a good one. 47 percent of them use that are 65 years old or older. they are not using medicare doctors because they find it hard to come up with the cash for the co-pa

let me move on to the va there. t hope the president-elect will appoint someone who is like him who is a change agent. the va has some real systemic problems. it's a tremendous responsibility. he does not have the authority that is commensurate with that. they need to be able to hire and fire. an upscale for certain facilities. they need to be of the move personnel, doctors hospital directors. there is a sclerosis in the va and the unions have a tight grip on it. the new secretary needs to be committed to the reforms that are needed to make that department what it could be in the president needs a c and behind that new secretary. there is a lot of vested interests. the bureaucracy, the unions. it's very important that this happened because the mission of the va is critical to take care of r veterans who have earned our care. >> he ran procter & gamble. again almost like a donald trump type to pick from corporate america. someone who ran an unwieldy company and he even couldn't get anything done. secretary mcdonald is
