tva had harnessed the valley's great flood waters. he other hand, utility companies continued to claim that the tva was an element of creeping socialism. we asked economic analyst richard gill how economists determine the extent of government involvement in a free-market society. as far back as adam smith in the 18th century, even economists most devoted to the principle of a private market economy have recognized that certain areas virtually require government intervention. the tva project of the 1930s had many different aspects. it provided what economists call "a public good"-- a good that has to be provided collectively or not at all. i'm speaking of the flood control and navigation improvements made possible by the tva dams. these improvements were in the interests of society, but they would not have been in the interests of private businesses. the benefit of flood and navigation control was spread over the entire region and not limited to a few paying customers. flood control protects thousands of people in the region and thousan

several fingers of fog make it into the valleys. h the breezy winds today, north bay numbers will be significantly cooler, as well. 55 in concord and looking at mid-50s for novato. temperatures in the north bay are milder. south bay are cooler. upper elevations experiencing the gusty winds from the east bay. wind gusts up to 28 miles an hour. look at mound tamalpais, 26 mile-an-hour wind gusts. the winds are going to ease around the bay today but at the coast they are going to pick up. so we are looking at some breezy winds, anywhere from 15 to 20 miles an hour. and then maybe up to 30 miles an hour shoreline. so low clouds and fog inland this morning. but then they peel back by about 10:00. so we will see full sin shine there. the sun has been up for about almost 10 minutes now. the cool trend continues into the second half of your weekend. we will look for warmer weather by the middle of the week. here's a look at the low cloudiness. kind of stuck over the bay. 8:00 this morning. notice the valleys. clearing and by 10:00 we are loo

it will be hot inside the bay and the valleys. then much cooler weather on the way as much as 20 to 25 degrees cooler headed to the weekend. high pressure sitting overhead. looks like that ridge will bring plenty of sunshine outside. but it's starting to slide east and as it moves throughout the day, it's going to start to see that heat wave crack along the coastline as the sea breeze kicks in but not before squeezing in about 79 degrees into monterey bay, 90s in the central valley and 83 degrees in yosemite. here's something we haven't seen for quite a while, not much in the way of cloud cover. but friday night into saturday morning, low clouds and fog returns. more of that throughout the weekend and some much cooler temperatures on the way. numbers today about 89 in milpitas, 91 in san jose, about 87 in union city, 70s along the coastline before the sea breeze kicks in this afternoon and then a lot of 90s showing up in the valleys, maybe mid-90s into antioch and brentwood. inside the bay about 79 in daly city. 86 in san francisco
