the idea of cities embracing vision zero or goals like this is something that is picking up currency across the country and the world and as we talk to folks in other cities domestically and internationally and explain to them the leadership that we have from your city hall, from our our mayor, from our local legislative leaders and our board of supervisors people are jealous of the leadership and support that we have because they recognize how important that is to make this meaningful for all of the city agencies for the community and public at large so i can't emphasize how blessed we are to have this kind of leadership and why we can move the needle. i want to say why we achieved vision zero in january but i share the supervisor's goal and that we be ambitious and beat the last goal and a hallmark of this is the departments working together and i think you can see that we have strong collaboration between the different departments from our great police department our chief of police chief financial officer and newly assigned commander assigned to the mta to help on all safety and s

[applause] >> thank you. it is really great to be out here to announce this program this morning. as many of you know pedestrian safety has always been one of my top concerns in the district i represent. it was the first hearing i called and i believe it was the second meeting hi with the mayor after we both came into office in 2011 and presented data on collisions with pedestrians and bicyclists and vehicles in the district and i remember being nervous and the first time i was presenting policy concepts we wanted to work on in the board and without skipping a beat this is my priority. safety is one of the first things we got to make sure that we ensure for the resident it is here in san francisco and it's

i will touch on the benefit and this is the first step in what is called the shuffle in the vision report that requires a whole host of operational improvements to happen in line, so that this would be the first in a series of improvements. to reconfigure, consolidate and expand the existing facilities to make the operational needs of the street and the vision was passed in 2012 and amended in 2014 to represent the latest fleet plan under the sfmta and they have a very aggressive schedule that we are all looking forward to seeing, each of the completing to replace the existing fleet over the next five years and also replacing and expanding the light rail vehicle fleet as well. we will also see that mme could serve us all fleet vehicle types and they are spread out across the city with the specialized staff spread out across the city and will allow for the consolidation for the staffs, and it will also eliminate the need for potential up grades to existing body repair base and paint booths at other facilities and there might be redundant projects that no longer need to proceed and it will

perhaps the most important part of our mission is the achievement of vision zero. i'm really excited to see the board of supervisors following on its historic commitment to vision zero we of course share and i thought your comment supervisor mar that the culture of speeding on the streets is appreciated and we'd like to use initiatives like vision zero to replace that culture of speeding with a culture of safety and also i want to thank you for your research and i took a few take aways from that and speed really matters it matters for reducing the the severity of crashes and the importance of combining enforcement education and engineering together which is the vision zero approach but combining those 3 together to achieve a safety outcome and of course the importance of automated safety enforcement and that's a tool that maybe as we embark on a conversation about what the right speed limit is here in in san francisco we should think about how automated speed enforcement and why does speed matter? because it's the most important cause of fatal injury crashes in san

from the distributing aid tim of the sfmta to provide an overall progress report on the vision zero initiatives and to highlight the work we've accomplished since the resolution passed northeasterly 2014 this is really good opportunity to look back at the year to see what we've accomplished and the next item what we need to accomplish on the next steps oh, director reiskin thank you for being here today. >> good afternoon supervisor kim and members of the committee i want to come here to offer introduce before you get into the 3 machine substantive items first convey i think that things took a leadership that started in this room and it's been picked up bid boards and commissions around the city and fully embraced by the mayor we've made progress and additional supported from the november election we have been working very closely with the other city departments and the executive branch as well as the ta and external stakeholders to take the concept of dissolutions and make it city policy and make that part of what we do and how we do our business and the mayor has not only appointed

this large vehicle driver training program was not just recommended through the vision zero process whichfrom both within the government and outside. it actually initiated originated from the mayor himself and towards the end of 2013 when we had a number much serious and fatal incidents in our streets, and again as the mayor said it's a small number of incidents that involve large vehicles but they tend to be disproportionately sever and fatal and after a rash of those and completely in supervisor kim's district that the marge charged us with developing this program and with great cooperation from the california trucking association, from the teamsters, from people locally here and ups and fedex and others we developed a model program for the country, something we're very proud of. there's maybe not a whole lot of issues within city hall that have across the board unanimous support but vision zero is one of them so not just the leadership from the executive branch but also the board of supervisors who is the transportation authority commission who provide the leadership and funding to adv

zero, we were very grateful to scott and staff for scheduling vision zero to speak to us on the agenda. because bruce and i sit over that committee and had requested it. megan, we and mary hunter presented it to us and you may wish to present a similar presentation before you. vision zero as you know is city policies adopted by 13 agencies of the city. and ed reiskin is one of the, director of one of those agencies that manages the director of department of public health. i would like to mention to you that this is a 10-year plan of course to reduce traffic incidents to zero whether they be motorist. the number of reporting traffic incidents. 17 pedestrians, 9 motorist, 3 bicyclist. the second point was high injury streets. 12 percent of all san francisco streets are upon for 70 percent of the total crashes. we is that is the transbay transit center happens to be in the network of that 12 percent of the streets. so we really want to be thinking of this now, how working with the city we prevent accidents from happening around this wonderful grand central station of the west which

you know we have basically committed in this city the whole notion of the vision zero and pedestrian safety issues has been one of my main focuses since taking office. as i move along with this issue and have the opportunity to discuss this stuff or to learn about other activities that the other cities do, it helps us in creating some of the similar policies. so when i was in new york with supervisor kim, which also there at the vision zero conference, one of the things that we heard about was this notion of arming the city vehicles with what we called black boxes, gps system. and so they have done this to all of their vehicles and has, and they basically have said that it has been really successful and so when it came back from that conference, i asked the legislative analyst to study this and get back to us with it. and so, he has come back with the preliminary results. and so today i am introducing a hearing to request that this report from the budget and legislative analyst on equipping our city fleet with black boxes and the results have been what i have seen so far, we are findi
