theresa garcia, abc 7 news. >> thanks, theresa. time now 5:04. right now in sacramento the state senate continues to pull an all-nighter trying to get enough votes to pass a budget deal. now a record 100 days overdue. senators have been caucusing voting, arm-twisting and making last-minute deals but still don't have the two-thirds majority to pass the bill. the assembly approved it yesterday. the plan avoids new taxes and deep program cuts mostly through accounting tricks. the package includes delaying $2 billion in payments to schools and community colleges into the next fiscal year. it is also based on a rosie economic forecast with state tax revenues expected to significantly increase. the state controller warns the record delay could force the state to issue iou's to pay creditors. an announcement on that is expected later today. >> students across campuses across the bay area kept lawmakers up the 11th hour and beyond and seems to have played off with money pledged to two university systems. how the protest went yesterday. >> students at the
