of hundreds and hundreds of thousands of vehicles that are in this city that come into this city to suggest that these shuttles have bike or pedestrian or pollution impacts that even marginally move the dial beyond the huge amount of traffic that we already have in this city, i just don't think that is a good argument. i also want to know and this did come up earlier in terms of the bike plan in particular. we've seen what i think is a v -- very very unfortunate trend, not just in san francisco but in california but we as a state are growing by 2.1 million people we are going to have to do something about this. we see ceqa impede transit investment and transit advances whether it's a shuttle program or all man or public transportation project. we are seeing the california environmental quality act being used to delay and defeat public transit and transportation projects that will lead to cleaner air and will get cars off the road. we should not contribute to that trend with that appeal. this appeal does not have merit. we should address the problems facing our city without preten

legislation, what this legislation does is it gives san franciscans a fighting chance to stay in this city. it is not a pancita or a silver bullet, about you this provoids working and middle class people in san francisco a fighting chance to afford to stay here if they're evicted. i do think that it's important for us to focus on the work at the state level, but i don't think we can be happier or satisfied until locally we're doing everything we can do because if all we do is wait for the state to change the ellis sack and some of the laws that needs to be changed, by the time those laws changes, it will be thousands of san franciscans who will no longer be living in this city. this helps all those facing eviction today that they have a fighting chance to stay here. i'm proud of this legislation. i want to thank the tenant community which has organized around the issue of displacement in which through a series of conventions identified the issue of relocation costs and increasing the relocation assistance as the top issue in terms of ways in which we can stem the tide against its basement.

as a quick review the city has planned a 3-day exercise for city departments. this is includes city departments but also some outside agencies like the office of emergency services and cal oes and the weather guard and people who bring us reports. this is around earthquakes in alaska. this theoretical earthquake generates a tsunami and gives the city a 5-hour warning to evacuate parts of the western, northern and eastern sections of town. the first day of the exercise will focus on alert, the second on response and the third day on recovery, 5 days after the event. our office will be participating on all 3 days. but one thing that is new to these exercises that we'll be bringing in american sign language interpretation into the emergency operation center as part of our exercise play. and training the communications officer on how to integrate that into their communication reports. i also want to announce that there will be a tsunami watch walk on saturday march 29, 1030, a.m. @ at the marina green and there will be speakers like supervisor farrell and joanne white.
