i know there is a few people who want to speak on this item and i want to thank them for coming to city hall. i think this is a critical measure that we need to make sure that we create housing that's affordable to san franciscans. i know there is a sentiment that's been expressed time and time again by people in this building that we want to do that. bottom line for me is that you can talk about affordable housing but until we actually make it happen, nothing is going to change. the fact remains that for most of us, it is simply impossible to be able to afford to live in this city. unfortunately the housing that has been put forward and has been created is housing that is out of reach for most of us. so this legislation i think it's a very motion dest approach that simply says that as a matter of public policy it makes sense that 30 percent of the housing that is created be affordable for most san franciscans. i don't believe it's a radical concept at all. i think it's a very motion dest concept that ensure that everyone who has made this city what it is, working people, middle income

this opportunity to speak. i do a lot of volunteer work in the city. 13 of years i lived at market street. i'm sure you are familiar with 1049, i was in the middle of the catalyst of this housing problem. when people started $100 rent increases on $400 and $500 units, every night not knowing if i was going to have a message under my door that would make me homeless was difficult. i was fortunate to find housing. i'm grateful but there is a lot less fortunate people who can not find good housing. health care workers, teachers, disabled, poor, seniors, there is really no excuse for seniors ands of course veterans. choices, realistically, as i was looking at housing it was over crowded sro or on the streets. that's unacceptable for a city of this caliber. i support the balanced housing. $900 below market rate for a 400 square foot studio, is really not affordable housing. i hope you all do the right thing and really stick up for the real people of the city ands bring you us to affordable housing. >> my name is sade. and i represent the tenderloin district. first of all our community center use

this is st. francis city. i'm not a religious person, i'm a spiritual entity experiencing a human experience. people visualize the state of the city or the community and it reflects on how the visitors and citizens see compassion dispensed by the people. and you are the representative of the people. i help dispense wellness to mostly veteran patients and some of them can't be here today because they suffer for such extreme cases of ptsd which includes insomnia, depression, anxiety and panic attacks. regular meds given to them by their -- the federal government or the state government rarely works or it is so strong that they can't function, and which points to its toxicity. a couple veterans tell mel the only way they get sleep is from cannabis. no matter how strong the drugs they're given other than cannabis, none of them seem to work. anyway, i hope you can see yourself to express grace in your decision about 5% compassion in our community because one out of six people living in this city are disabled and a

the employment impact is whether this city's economy will be growing during this period and whether growth is enough to continue the job expansion into city's economy. to do that we need to look at different projections at the city's employment during that time period. we rely on three sources of employment projections. they are all projecting significant amounts of growth from 27,000 to 59,000 new jobs. what that means even the least optimistic employment projection we have will see the city continue to see 25,000 new jobs even if the effect of the new minimum wage comes into effect. we looked into industry by industry and it's a little less clear. the projections we looked at arrest unanimous -- are unanimous like the restaurant industry which will continue to grow even with the minimum wage impact. the personal services are a little less clear, some are projecting healthy growth and some are not. the overall story about the employment effect the city's economy will improve. the number of the jobs in the city will still be less than the city will expect to have with natural growth over t

i want to especially acknowledge that this city, this jurisdiction maybe the first jurisdiction in the country that from the beginning acknowledged the necessity to speak to the non-profit partners in developing a fair and equitable minimum wage measure. and it's typical of san francisco that it steps for it in all of these issues. we appreciated being in the conversation. we also appreciated the tone of the conversation with community activist labor and the non-profits all trying to come together to find something that was going to work and move our city forward. so we are very pleased to encourage the committee to move this out with a positive vote to the full board. the non-profit sector. even though the vast majority of our workers meets beyond the minimum wage wage and there is a sector that this is benefit and we hope with the rising tide raises all boats that will help those that are barely make it to see economic growth in their life so families can stay in this city. i want to thank you for the long meetings we had and i look forward to the campaign. >> thank you, mr. fields.
