that's why this week i will join senators inhofe, brown, and tillis to introduce the law enforcement training for mental health crisis response act. this legislation will help provide police with better strategies and procedures to respond to calls involving a mental health crisis. we also need to hold those who perpetrate attacks against law enforcement accountable. so i urge my colleagues to pass the protect and serve act. i am proud to support this legislation that will create federal penalties for individuals who deliberately target local, state, or federal law enforcement officers with violence. on behalf of all arkansans, i thank all of our law enforcement officers for making sacrifices to keep us safe. i will continue advocating for improved tools, resources, and training for officers so they can prepare for unpredictable circumstances. our safety and peace of mind come at a cost, and our police officers need our support and our gratitude for being the first ones to pay it. we honor them this week and every week for what they do and for what they represent. and with that, mada

my bill, which is cosponsored by senators blackburn, tillis,ern hawley, would require united states institutions to disclose their financial connections with the communist chinese regime. my bill would accomplish these measures by requiring those schools to disclose those connections as part of their certification and recertification of student aid exchange visitors program. that program provides approvals to schools to enroll nonimmigrant students. if the schools want visas for these foreign students, they'll first have to disclose their ties to the chinese government. the centerpiece of the bill i just described is disclosure and transparency, and we all know that transparency brings accountability. we, the people, absolutely have a right to know if our occasional institutions are tied -- educational institutions are tied to china, especially in light of that regime's using money to gain leverage over many of them, which brings me then to a greater point. american educational institutions ought to stand up to the communist regime instead of doing their bidding for the millions of dollars that

tillis: thank you, madam president. madam president, this week is national police week and i rise today in honor of the service and sacrifice of law enforcement across this country. in north carolina, we lost ten law enforcement officers in 2020 and we've tragically lost six so far in 2021. some of these officers were victims of covid, others were involved in car accidents, and some made the ultimate sacrifice killed in the line of duty. recent tragedies in gaston, henderson and wagtoga counties in my state of north carolina have been met with an outpouring of gratitude, appreciation and love from the members of the community they help keep safe. last september we lost brian hendricks after he was shot and killed responding to a break-in. officer hendricks was only 35 years old. he had two young children and set to be marrieds to his fiance the following month. last december, tyler herndon was tragically killed in the line of duty days before his 26th birthday. in december, officer jason shupin was shot and killed while

let me recognize senator tillis, please. >> thank you, mr. chairman. thank you all for being here. mr. kendall, thank you for being generous with your time last week. ms. blume, senator sullivan has already expressed disappointment that i don't have my 680-page proposal for the next generation handgun. i honestly tried to find it, but it's somewhere in a box from my prior office. but i use that as an example. when you're talking about reviewing programs and really trying to stratify them based on risk and cost, i use it as an example. there is no excuse for ten years to define the next generation handgun and five to ten years to deploy it. i know you got a lot of forward-looking work that you're going to be required to do in cape, but i hope we can good back and do some after acts on some of these programs to really learn from it and make sure we don't repeat that mistake again. and i'd love to know if there is anybody in the dod that thought that was the right kind of time and effort to define the next generation handgun. order to make sure that the tanker forces sufficient to me.

senator rubio, republican senator from florida, senator kaine, democrat from virginia; and senator tillisrepublican senator from north carolina. they have all supported an amendment that would establish this process to screen outbound investments and the off-shoring of critical supply chains to foreign adversaries like china and russia, to ensure the resiliency of critical u.s. supply chains. it would require companies disclose before -- before they offshore -- not critical capabilities to foreign adversaries, plural. so this is a commonsense approach to deal with a problem that preexisted the pandemic but came into sharp focus when we were totally at the mercy of the chinese communist party. the review process is designed to identify vulnerabilities, to provide a suite of recommendations to the president and it emphasizes remedial action, such as support to domestic industries like increased research and development investment, utilization of manufacturing institutes, among others. the proposal encourages supply chain diversity. the bill is limited in scope, only covering foreign adversa
